지방정치엘리트(지방의원)의 배경연구: 대전광역시를 중심으로

Abstract

지방정치영역에서 활동하는 공식적 행위자로는 지방자치단체장과 지방의원 등 지방정치엘리트가 있다. 이들은 지방정부의 공식적 역할을 수행한다. 지방자치시대가 열린 이후에 학자들은 지방정치와 지방권력에 대한 연구를 하여왔다. 이들 연구는 지방엘리트의 배경연구는 아니다. 그러나 지방정치연구는 지방엘리트의 배경이 뒷받침되어 있다. 이러한 문제인식하에 본 논문은 지방자치가 실시된 지 어언 15년이 되어가는 시접에서 지방정치엘리트인 지방의원의 배경을 시계열적으로 연구한 것이다. 이러한 연구를 위해 지방정치이론에서 도출되는 지방엘리트의 유형과 배경에 대한 논의를 하고, 지방의원의 배경의의와 배경변수를 설명하였다. 지방의원의 배경분석은 대전광역시의 지방의원을 대상으로 범주화한 사회적·정치적 배경변수를 통하여 실시하였다. 본 연구는 지방의원의 배경분석을 토대로 지방의원의 공직충원과 출마동기 및 역할(정책활동) 그리고 지방정책에 영향을 주는 요인에 대한 명제를 도출하였다. 특히 지방의원의 배경변수를 독립변수로 하고 지방정책을 종속변수로 하는 경로모형(공분산구조모형)을 구성하였다. A public actor of local politics area is local political elite such as local manager and local councilor. They operate a formal role of local government. After local autonomy period, scholars has been studied local politics and local power. They don't study a background of local elite. But these studies have a base of local elite background. At the thinking of that problem, this article is a time series study about the background of local political elite, that is local councilor in 15 years after local autonomy. At a theoretical framework, this study explains a typology and background of local elite in local politics as well as a background meanings and variables of local councilor. A background analysis of local councilor works through several variables such as social, economic, political background about local councilor in Daejon metropolis. This study makes several propositions about public recruitment, public electoral motive, role(policy activity) of local councilor and determinant variable of local policy. Particularly that constitutes path model(covariance structure model) having causal relation between background variables of local councilor and local policy.
