우리나라 정보화평가 제도변화 과정에 대한 역사적 고찰

Abstract

우리나라 정보화평가제도는 1997년도에 확립되었고, 도입된 이래 10년 가까운 시간이 흘렀다. 그간 정보화평가제도는 지속되어왔고, 그 가운데 크고 작은 변화를 경험하였다. 본 논문의 목적은 정보화평가제도의 변화과정을 신제도주의적 관점에서 설명하고자 하는 것이다. 분석 대상 시기는 1997년부터 2004년까지로 설정한다. 정보화평가 제도변화 분석을 위한 평가제도의 구성요소는 평가대상, 평가내용, 평가체계(조직), 평가결과처리과정으로 설정하고, 정보화평가제도의 변화를 초래하게 되는 요인으로는 정책과정, 외부환경, 기관간 권력관계를 설정한다. 우리나라 정보화평가 제도변화과정을 분석해본 결과 제도를 구성하고 있는 개별 요소들은 맥락적 요인의 영향을 받아 점차 대상의 확대, 내용의 전문화, 체계의 통합화, 활용의 극대화의 방향으로 점진적이고도 지속적인 변화를 보였고, 이에 따라 전체 우리나라 정보화평가제도는 점차 강화 발전되면서 유지되어온 것으로 나타났다. Korean Information Evaluation Institution is going on since 1997. During those times that institution experienced a few changes. This study is to explain those changes by new institutional theory, especialy institutional change theory. Objective period is 1997-2004, and components of evaluation institution are evaluation objectives, evaluation contents, evaluation organizations, evaluation results treatment processes. And the factors of changes are policy process, environment, power among organizations. In the result, Korean information evaluation institution was changed incrementaly and continuously. And interactions and rational choices among relevant organizations by power asymmetries impacted on that changes. And environmental factor and policy process structures impacted on institutional changes also.
