dc.description.abstractMany scholars argued that summative evaluation is not enough and formative evaluation or process evaluation must more frequently be employed. Unlike their strong argument, few scholars have offered good guidelines for process evaluation. As a matter of fact, process evaluation has not yet been fully examined by evaluation theorists. Many scholars tried to build up frameworks to examine successful implementation. However, they are still far short of integrating implementation studies into process evaluation. In order to utilize empirical and descriptive implementation studies for better prescriptive evaluation we must first develop criteria by which we can assess the desirability of imple-mentatior process. I will try, in this paper, to find out some criteria of such a kind from agricultura1 and rural programs and policies of Korean Government. The paper will also indicate, for hypothetical reasons, that saliency of evaluation criteria depends on types of policy or program, following T. Lowi's framework.-
