참여정부 정부혁신의 평가와 과제: 연속성과 비연속성을 중심으로

Abstract

참여정부 정부혁신은 과거 문민정부와 국민의 정부가 지향한 신공공관리 개혁 모델을 일정하게 수용하며 다양한 관리 개혁을 추진하는 연속성을 보인다. 그러나 동시에 조직 내 토론문화의 활성화, 의사결정과정의 합리화와 함께 지방자치제를 강화하고 시민사회의 정책참여를 높여나가는 분권화를 지향하며 정책네트워크 모형을 접목하고자 하는 비연속성을 보이기도 한다. 이 글은 한국 정부가 탈권위주의적 (민주적) 행정시스템으로 이행하는 시기에 해당하는 제6공화국 행정개혁을 비교 관찰의 경험적 준거로 삼아 참여정부 정부혁신의 연속성과 비연속성을 도출함으로써 현 시기 정부혁신의 위상과 성격을 밝히고, 궁극적으로는 향후 정부혁신의 과제를 살펴보고자 한다. 정부혁신 패러다임의 연속성과 비연속성을 확정하기 위한 이론적 바탕으로는 신공공관리론과 정책네트워크론을 대별하는 성찰적 접근을 모색하였으며, 참여정부 정부혁신의 범위와 내용을 확정하기 위한 관찰의 범주로는 정부혁신 로드맵에 천명된 효율, 봉사, 투명, 분권, 참여 등, 참여정부 정부혁신의 5대 목표를 차용하였다. In a diachronic viewpoint, the Roh administration's strategy for government innovation can be characterized by two features : "continuity" and "discontinuity". It shows a certain continuity in the sense that the goals and objectives of actual road map accept most of management reform tools proposed by NPM model. But, on the other hand, it shows an important discontinuity in the sense that the actual road map introduces and accentuates the idea of partnership with local authorities, civil society and market. The purpose of this research is to contribute to the possible redesigning of future government innovation strategy by analyzing various methods and tools mobilized in Korea since the sixth Republic. Five objectives of Participatory Government have been adopted as focal point of observation to demarcate sphere and contents of its government innovation strategy : efficiency, ability, transparency, decentralization and participation.
