한국의 재해의연금 모금 및 배분 체계 개선방향에 관한 연구: 미국,일본,독일,프랑스와의 비교를 중심으로

Abstract

이 연구에서는 미국·일본·독일·프랑스의 4개 국가를 비교·분석함으로써 우리나라 재해의연금 모금 및 배분 체계에 대한 개선방향을 모색하는데 목적을 두고 있다. 비교·분석을 위한 기준으로는 모금 및 배분에 대한 정부의 개입 여부, 모금기관의 허가제 및 등록제 여부, 의연금 기탁자의 용도 지정 여부, 의연금의 모금 경비 및 운영비 사용 여부, 의연금을 통한 이재민 지원 내용을 설정하였다. 이들 기준에 의한 비교·연구의 결과는 다음과 같다. ①재해의연금 모금 및 지원은 민간의 시민사회 부문에 의해 수행되는 것이 바람직하다. ②모금기관의 허가제 규제를 푸는데 있어서 신중한 입장을 취하는 것이 바람직하다. ③의연금 기탁자의 재해복지프로그램 선택권을 보장해 주는 것이 바람직하다. ④모금된 의연금에서 모금 경비 및 운영비를 공제하지 않는 것을 원칙으로 해야 한다. ⑤단기 응급지원 내용으로부터 장기적인 재해복지 차원의 지원내용으로의 전환이 필요하다. 결국, 현재의 재해의연금을 통한 지원서비스가 주로 금전적이고 물질적 차원의 지원에 국한하여 이루어지고 있으나 이를 보다 전문화되고 구체적이면서 장기적인 실용적 차원의 서비스 제공 방식으로 전환하는 것이 바람직하다고 판단된다. Recently, Korea has undergone the big-size natural disasters such as typhoons, floods, and localized torrential downpours, etc.. Many disaster victims in this country have suffered from the heavy damages and lots of people have donated contributions to help them. This paper aims to get the policy implications for developing our disaster relief donations management from the developed disaster management countries. We compared the disaster relief donations management systems, especially collecting and distributing the contributions for the victims, among U.S.A., Japan, Deutschland, and France. The major findings of this research are as follows. First, we have to enhance the management capability of the civil society in collecting and distributing the donations. Second, the disaster victims recovering the normal life, the way of supporting system should be changed from the temporary disaster relief system to the long-range disaster welfare policy system. Third, it is necessary that the various disaster relief services, such as psychological care service, medical service, counselling service, educational service, should be introduced for helping the disaster- stricken victims.
