노무현 정부의 지방분권정책 평가

Abstract

본 논문은 노무현 정부의 분권정책(지방자치정책)을 추진과제, 기구 및 추진성과로 나누어 개괄적으로 평가한 것이다. 전반적으로 볼 때, 추진과제의 기획 또는 선정은 과제의 포괄성, 전향성 등에 있어서는 역대 어느 정부보다 긍정적으로 평가되지만, 추진과제의 불균형성, 추진체계의 비효율성 등과 함께 계획의 실천이 미흡하다는 문제가 있다. 이는 향후 분권과제의 실천을 위한 정책노력이 배가될 것을 요구하는 것이다. 그러나 균형발전정책을 분권정책과 연계하여 논할 때 이같은 유보적 평가조차 내리기 어렵게 된다. 분권정책과 균형발전정책의 병렬추진은 정책목표가 상충하는 정책을 병렬 추진한다는 계획상의 한계, 균형발전을 별도로 추진하는 만큼 분권의지를 침해하게 된다는 점에서 치유하기 어려운 심각한 문제를 안고 있기 때문이다. 양 정책의 병렬적 추진은 실천 이전에 계획부터 근본적 문제가 있으며, 이러한 상황에서는 균형발전정책의 실천노력 강화가 오히려 문제가 된다. 이에 대한 치유책은 양 정책을 병렬적으로 추진하여 불필요한 부작용을 증폭시키기보다는 통합적인 시각에서 정책과제와 추진기구의 유기적 연계를 찾는 것으로부터 다시 시작하는 것이다. This paper attempts to evaluate the decentralization policy of the President Rho's regime in terms of its project plans, institutions, and implementation. It can be said that the present regime exceeds previous regimes in that its policies are basically more comprehensive and progressive. The implementation of the prospective projects, however, is disappointing not to mention the imbalance in the distribution of decentralization projects and inefficiency of the propeller institution. This necessitates a reinforced governmental effort for the implementation of the planned projects. Very serious is that the present regime pursues decentralization policy and regional balance policy separately, notwithstanding the fad that those two are conflictual--the former strengthens local autonomy but the latter reinforces centralization. A remedy should be found in reconciliating the two conflictual policies by linking their parallel projects and institutions.
