행정문화변동연구의 방법론적 고찰

Abstract

행정문화의 변동과정은 기능주의자와 구조주의자들에 의해 설명되어 질수 있는데 구조와 기능을 구분하는 이분법적인 견해를 통해 행정문화의 변화를 분석하는 것은 방법론상의 오류로 간주될 수 있다. 행정문화의 변화과정은 구조의 역할과 행위자들의 기능의 서로 상반되는 접근법보다는 상호 보완적인 접근 방식으로 고찰될 수 있다. 구조화 이론은 구조와 행위자의 상호적인 작용으로서 행정문화변동의 관찰을 위한 새로운 이론화의 방향의 모색이다. 맑스(Marx)와 베버(Weber)의 방법론의 이분법적인 논의에 반대하는 기든스(Giddens)의 구조화(structuration) 이론은 구조와 기능을 구분하는 이분법적인 개념에 이의를 제기한다. 행정문화의 변동과정은 기능적인 베버의 개념과 구조적인 맑스의 이론을 포함하는 기든스의 구조화 이론의 방법론에 의해 조명해 보고자 한다. 행정문화변동의 방법론에서 기능과 구조의 역할에 대한 이분법적인 개념보다는 상호보완적이 접근은 행정문화의 변화를 분석하는데 유용할 것이다. The process of the transformation of administrative culture can be explained by the view of functionalist and structuralist. For conventional structuralist, the formation of administrative culture is decided by social structure. As functionalists have argued, the function of human agency is critical for changing the administrative culture. For instance, mass media, bureaucrat behaviour, ideological functions of government, parties and group have led to the process of the political socialization for changing administrative culture. The structural explanation and analysis is based on Marxist ideas, while the functional analysis may be understood through Weberian ideas. However, conventional dichotomy between structuralist and functionalist will be problematic. The changed process of the administrative culture can be understood as the complementary approach of structure and agency. Gidden's theory, in contrast to the exclusive ideas of Marx and Weber, avoids the dualism of structure and agency. The adoption of the structuration theory as the interaction's methodology between structure and agent will be necessary to analyze the transformation of Korean administrative culture.
