공무원노조 단체교섭구도에 대한 공무원과 시민의 의식 비교

Abstract

본 연구는 공무원노조 단체교섭구도 관련 주요 쟁점에 대하여 이론적으로 고찰하고, 경험적인 분석을 통해 공무원과 시민간의 의견 차이를 검증한 것이다. 경험적 조사를 위하여 대구·경북지역의 공무원과 일반시민을 대상으로 설문조사를 실시하여 자료를 수집하고 분석하였다. 분석결과를 제시하면 다음과 같다. 첫째, 교섭창구 단일화는 공히 지지하나 특히 공무원은 노조결속을 위해 더욱 강조하고 있고, 둘째, 공무원은 정부 측 교섭대표로 행정자치부장관을 지지하고, 시민은 관련 부처장관을 선호하였다. 셋째, 정책결정사항이나 관리운영사항에 대해서 공무원은 교섭사항으로 하자는데 비해, 시민은 소극적이었다. 넷째, 중앙교섭과 기관별 교섭의 이원적 교섭구도에 대해서 두 집단 모두 찬성하나, 공무원이 보다 적극적이었다. 다섯째, 두 집단 모두 직권중재제도에 대해서 찬성하지만, 시민이 더욱 강한 것으로 나타났다. 결론적으로 공무원 노사관계의 제도화와 안정화를 위해서는 노사 양 당사자 간 상호 승리하는 윈-윈 전략을 도모하여야 하며, 상생적 노사관계를 구축하기 위해서는 단체교섭 구조를 통한 집단적 의사소통의 제도화를 꾀하는 것이 필요하다. The purpose of this paper is to present the policy direction for the collective bargaining design of public officials' union by analyzing comparatively the consciousness of the citizens and public officials on major issues related to collective bargaining design of public officials' union. The survey for the consciousness of the citizens and public officials has been conducted for public employees and citizens for two weeks. It includes five major issues related to collective bargaining design of public officials' union-one collective bargaining channel, collective bargaining representative, collective bargaining agenda, dualistic collective bargaining structure, ex officio arbitration. The survey was analyzed using statistical methodologies, such as frequency analysis, crosstabs for comparing intergroup differences and finding occupational characteristics. The SPSS program was used to analyze the data. In conclusion, most of target citizens and public officials showed the affirmative attitude toward five major issues related to collective bargaining design of public officials' union-one collective bargaining channel, collective bargaining representative, collective bargaining agenda, dualistic collective bargaining structure, ex officio arbitration.
