정부혁신과 전자정부 연계를 위한 모델 연구 - 정부기능연계모델을 중심으로 -

Abstract

본 연구는 기존의 기술결정론적인 정부혁신과 전자정부간 연계 논의에 대한 대안으로서 정부기능중심의 접근모델을 제시하는 데 목적이 있다. 정부혁신과 전자정부 연계에 관련된 기존 논의는 정보시스템 도입에 따라 자동적으로 정부혁신이 달성될 것으로 가정하는 기술 결정론적 시각이 내재되어 있으며, 이는 그간에 제기되어 온 전자정부 추진 및 성과와 관련된 이론적, 실천적 문제점에 대한 원인 중 하나인 것으로 보인다. 본 연구에서는 사회결정론과 과정론적 시각에서 정부기능 및 서비스 중심의 정부기능연계모델을 통해 정부 혁신과 전자정부를 연계하고자 하였다. 정부기능연계모델은 정책분야, 정책영역, 대·중·소기능의 분류체계와 수행주체, 이해관계자, 수행방식, 수행절차 등의 속성으로 구성되었다. 또한 각 기능 및 서비스와 관련된 조직, 인사, 재정, 법·제도 등의 운영정보가 연계된다. 이러한 정부기능연계모델의 타당성과 효과성을 검증하기 위해 수출입 물류분야에 적용하였다. A technology-driven approach to linking government reform and e-government assumes that the government autonomously reinvents itself when information technology is applied to its businesses and services. In the course of developing and operating e-government using a technology-driven approach, problems in terms of government reinvention have appeared. Therefore, as an alternative approach, a function and service-driven model is proposed, so called the "Business Reference Model" (BRM), which describes both businesses and services of the Korean government, independent of the agencies that perform them. This model consists of many components such as lines of business, methods of service delivery, business processes, public officers, laws and regulations, budgets and information systems that are linked to each business and service. This model can be applied to improving cross-agency cooperation and can also become a standard for describing the most effective method for information technology investment. The model proposed here, has been applied to export-import logistics businesses and policy implications from the model has been used as a guide linking government business process reinventing and information technology. As a result, the model can be extended to different business and service areas within the government.
