우리나라 정부부처에 있어서 정책평가결과의 저활용요인에 관한 연구

Abstract

정책평가결과의 활용은 정책평가 커뮤니티에서 가장 중요한 이슈의 하나이다. 정책평가결과 활용의 이슈는 과학과 실천간의 접촉면에서 일어나고, 아는 것과 실행하는 것의 접촉면에서 일어난다. 이는 인간의 합리성과 정책결정, 좀 더 나은 세상을 만들고자 하는 지식을 적용하는 것에 대한 근본적인 의문에서 제기된다. 바꾸어 말하자면, 정책평가결과의 활용은 효과적인 정책결정과 정책집행을 통하여 좀 더 나은 세상을 만들고자 하는 것과 관련된 중요한 이슈의 하나라고 할 수 있다. 그럼에도 불구하고 아직까지 우리나라에서는 정책평가 결과의 활용에 영향을 미치는 요인들에 관해 체계적으로 분석한 연구는 매우 드문 실정이다. 본 연구는 정책평가결과의 활용에 관한 선행연구들의 검토를 통하여 중요한 영향요인들을 식별한 다음 정부의 정책평가과제를 하나의 프로그램으로 보고, 프로그램 논리모형의 틀 속에 식별된 영향요인들을 배열하여 영향요인들간의 인과적 연계의 틀을 발전시켰다. 본 연구에서는 주요정책과제의 평가자들과 피평가자들에 대한 면담을 동시에 실시하여 양자의 시각에서 정책평가결과의 활용에 영향을 미치는 요인들에 관한 자료들을 수집하여 분석할 수 있었으며, 이를 토대로 정책평가결과 활용에 영향을 미치는 요인들에 관한 자료들을 수집하여 분석할 수 있었으며, 이를 토대로 정책평가결과 활용에 영향을 미치는 요인들의 실태와 중요한 활용의 저해요인들을 밝혀내고 우리나라 정부의 정책평가 정책 개선을 위한 유용한 시사점들을 제시하였다. Policy evaluation utilization is a critical and social issue. The issue of evaluation utilization has emerged at the interface between science and action, between knowing and doing. It raises fundamental questions about human rationality, decision-making and knowledge applied to creation of a better world. Even though policy evaluation utilization is a critical issue related with creation of a better world through the effective policy making and implementation, there has been no attempt to systematically explore the factors influencing policy evaluation utilization in the Korean government. This study explores the factors influencing policy evaluation utilization of policy evaluation information resulted from the institutional evaluation carried out by the policy evaluation committee of Korean government and tried to find out the critical impediment factors to policy evaluation information utilization. This study assumed government evaluation activities as a program and developed program logic model as an analyzing framework to study the characteristics of the influencing processes among the important factors identified as the critical factors of policy utilization founded through the survey of the evaluation utilization literatures. In order to collect research data this study interviewed professionals and high ranking government officials who participated in government policy evaluations and high ranking government officials who are supposed to use policy evaluation results. Based on these findings, the study points out the actual condition of the factors influencing impediment to policy evaluation utilization. Finally, these study proposes useful directions for which government institutional evaluation activities and institution should be improved.
