유비쿼터스시대의 방송과 통신관련 정부조직 개편방안

Abstract

광대역통합망을 중심으로 한 디지털멀티미디어기술의 발전은 전통적으로 별개의 영역으로 인식되어 왔던 방송과 통신영역의 융합을 가속화함으로써 유비쿼터스 사회로의 이행을 촉진시키고 있다. 이것은 IT기술의 발전에 따른 네트워크통합은 물론 서비스통합과 사업자통합 등 여러 차원에서 나타나고 있으며, 이와 같은 방송과 통신영역에서의 급속한 환경변화와 이에 따른 다양한 사회문화적 파급효과를 고려하여 많은 나라에서 방송과 통신관련 정부조직을 통합·개편하고 있다. 이론적으로도 최소한 규제분야에서의 양 기구의 통합이 규제기능의 효율화를 통해 고객지향적 행정을 증대시키고 조직생산성을 향상시킬 수 있다는 관점에서 유비쿼터스 환경에 적합한 방송과 통신관련 조직개편의 필요성을 강조하고 있다. 관련부처들 역시 방송·통신 정부조직 개편이 IT기술의 발전으로 촉발된 융합관련 정책성과를 제고할 수 있다는 점에서 대체적으로 공감대가 형성되어 있다. 이러한 배경에 따라 본 논문은 관련된 여러 이론적 논의, 해외사례분석, 관련부처의 입장 등을 종합하여 IT기술 발전으로 촉발된 방송과 통신융합에 따른 다양한 사회문화적 영향 등을 고려한 정부조직의 개편방안을 모색하고 있다. This article aims to investigate the alternatives for reorganizing the governmental agencies in communication and broadcasting suitable to the Ubiquitous Network Society. The expansion of digital multimedia technology(e.g. the broadband network) in communication and broadcasting has been rapidly promoting the convergence of these two parts wholly separated in traditional concepts, and changing to the Ubiquitous Network Society. Corresponding to these revolutionary environmental changes, most of countries are inclined to reorganize the governmental regulation bodies in communication and broadcasting. And many scholars have theoretically argued that these organizations at least in regulation parts should be integrated to effectively cope with the ubiquitous network society. Because the organizational integration in public sector have some advantages in managerial as well as political aspects, it can also improve the performance of the convergence policies in communication and broadcasting. On the basis of these arguments, this article concludes that it is necessary to effectively integrate the regulation agencies in communication and broadcasting in the Ubiquitous Network Society.
