Abstract
The purpose of this paper is to determine the causes of the contrast and policy conflict between development and conservation for sustainable development. The structure and frame of the MOE and MOCT were examined through the time difference perspective for policy coordination. The findings were as follows. First, the check-and-balance system of governmental structure is good for excluding errors and arriving at a consensus. Second, the overdeveloped MOCT did not demand further organization or functions, but the growing MOE asked for larger and stronger organization and functions, including those of water quantity management and national land development planning. We can predict that some restructuring is coming soon. Third, an inter-departmental personnel reshuffling is needed for frame-reciprocal understanding and meaning sharing.
