사회 혁신과 지속가능성을 위한 디자인: 중국에서 실질적인 도약 전략에 대한 가설

Abstract

현재 전세계적인 위기상황에 맞서, 긍정적인 출구 전략(positive exit strategy)을 찾아야 한다. 긍정적인 출구 전략이라는 표현에는 현재 문제에 대한 해결책임과 동시에 지속가능성을 향한 의미심장한 접근인 조치를 통해 현재 어려움을 극복하는 방법이라는 뜻을 담고 있다. 이러한 방향으로 나아가기 위해, 0에서부터 시작할 필요는 없다. 현대 사회에서 이러한 종류의 조치를, 생산 시스템의 생태학적 재전환에서 새로운 복지의 사회적 구성까지, 그리고 소형 및 초소형 기업의 활성화에서 지속 가능한 지역개발 프로그램까지, 여러 응용분야에서 찾을 수 있다. 물론, 이러한 전도유망한 사례는 매우 다양하다. 그럼에도 불구하고, 체계적인 변화를 바탕으로 한다는 점에서 명확한 공통분모를 갖고 있다. 즉, 새로운 전략을 빠르게 받아들여 구체적인 결과를 내놓는다는 것이다. 정의에 의하면, 체계적인 변화는 복잡한 변형이다. 언제나 기술적 측면과 사회적 측면을 내포한다. 일부의 경우, 변화는 기술적 측면이 분명히 우세하여 주로 새로운 기술의 도입이 주도한다. 즉, 기술적 혁신의 함의를 일반적으로 분석하고 이에 따라 금융지원이 제공된다. 그러나, 기술적 혁신만이 변화를 가져오는 것은 아니다. 때때로 체계적 변화를 주도하는 것은 사회적 측면이며, 여기서는 관련 주체들이 주로 혁신적인 해결책을 고안하고 실행하며, 이러한 주체들은 자신만의 개인적 능력을 이용하여 문제에 대한 직접적인 지식으로부터 움직인다. 이러한 체계적인 변화는 사회 혁신의 성공적인과정에 따른 결과물이다. Confronted by the current worldwide crisis, a positive exit strategy must be found. By the expression positive exit strategy we mean a way to overcome present dif­culties with initiatives that are both solutions to current problems and meaningful steps towards sustainability. To move in this direction we need not start from zero. In contemporary society several initiatives of this kind can be found in a variety of application ­elds: from the ecological reconversion of the production system, to the social construction of a new welfare, from the empowerment of small and micro-enterprises, to sustainable local development programs. These promising cases are, of course, very diverse. Nevertheless, they have a clear common denominator: they are based on systemic changes. That is, they get concrete results adopting radically new strategies. Systemic changes are, by de­nition, complex transformations. They always imply a technical side and a social one. In some cases the ­rst one clearly prevails and the change is mainly driven by the introduction of brand new technologies: the implications of technological innovations are normally analysed and receive ­nancial support accordingly. However, technological innovation is not the only driver of change. It is sometimes the social dimension that prevails in systemic change, where the innovative solutions are conceived and implemented mainly by the actors involved, who move from their direct knowledge of the problems, using their own personal capabilities. Such systemic changes are the results of successful processes of social innovation.
