IMT 2000 사업자 선정 정책 변동에 대한 정책네트워크 접근의 타당성 검토

Abstract

최근 우리나라의 정책변동요인 연구에서 정책변동요인을 설명하는데 가장 많이 사용되고 있는 이론이 정책네트워크 모형이다. 정책네트워크 모형에서는 정책환경의 변화로 인하여 정책네트워크가 변하고, 정책네트워크의 변화에 따라 정책변동이 이루어진다고 본다. 이러한 일반적 추세에 대하여 정책변동에 정책네트워크 이론을 적용하는 것에 대하여 반대하는 논의도 있다. 이 반대하는 입장에서는 정책네트워크적 접근법은 수사적, 기술적인 은유의 측면이 강하며, 또한 인과관계를 설명하지 못하기 때문에 정책네트워크의 변화를 직접적인 정책변동의 원인이라 규정하기 어렵다고 본다. 이에 본 논문에서는 2000년에서 2001년까지 이루어진 IMT 2000 사업자 선정 정책의 변동을 대상으로 하여, 이 정책변동에 대한 정책네트워크적 설명이 인과관계 추론의 조건을 만족하는가를 검증한다. 인과관계 추론의 조건으로는 시간적 선행성 원칙, 공동변화의 원칙, 경쟁가설 배제의 원칙 등이 있는데, 검증 결과 정책네트워크 모형은 시간적 선행성 원칙과 공동변화의 원칙은 만족하나 경쟁가설 배제의 원칙은 충족시키지 못한다. 따라서 정책네트워크 모형은 엄밀한 정책변동의 원인 모형으로서 적용하는데 한계가 있다고 볼 수 있다. Many recent studies use a policy network model in order to explain policy changes. According to the policy network model, changes of policy environment cause a change of the policy network and consequently the change of policy network brings about a policy change. Some argue that a policy network model is a descriptive and rhetoric metaphor rather than a explanatory theory because the model cannot provide a plausible explanation about a causal relationships between policy network and policy change. This study examines whether the policy network approach to policy change satisfies causal reasoning with the policy case of IMT 2000 service provider selection. To identify causal relationships between behavior and some other factor, three conditions all have to be met. First, we have to find a relationship between them. Second, the variable that we suspect might be causing the behavior must occur, in time, before the behavior. Third, we must demonstrate convincingly that no other factor could be the one causing the behavior to occur. According to the analysis, policy network approach satisfies first and second conditions, while it fails to meet the third. In conclusion, policy network model has the limitation in explaining policy changes.
