주민자치센터의 운영체제에 관한 연구

Abstract

정부에서는 1999년부터 기존의 읍면동사무소를 주민자치센터로 전환하는 사업을 추진해왔다. 주민자치센터는 지역공동체의 활성화와 자치의식의 제고라는 측면에서 필요한 것이다. 그러나 추진과정에서 운영체제, 주민자치위원회, 전담직원, 주민참여(자원봉사), 운영재원 등의 측면에서 많은 문제점이 나타났다. 이에 따라 주민자치센터의 운영주체의 측면에서 현재의 관주도형에서 관민합동형, 준민간주도형, 민간주도형으로의 전환을 제시하였고, 기관형성의 측면에서 위원회형과 지배인형의 장단점을 제시하였다. 끝으로 읍면동의 지역적 특성에 따라 적합한 운영주체 및 내부기관을 조합하여 바람직한 운영체제를 제시하였다. 본논문은 이러한 바람직한 운영체제의 구축을 통하여 주민자치센터의 기능확립 및 운영활성화를 도모하고자 하는 것이다. The Offices of Eup·Myon·Dong have been transformed to Community Center(Residents Autonomy Center) from 1999. Community Centers are need to activate regional community and to enforce autonomous consciousness. But many problems as the operating system, organizing community committee, staffing full-time officer and managing volunteers(or residents participation) are revealed. So the aim of this study is the construction of desirable operating system, that is to establish the functions and to activate the operation of Community Center. The fiat function of Community Center is resident autonomy in the direction of democracy. The second is culture and welfare service in the direction of equity. The third is administrative convenience in the direction of efficiency. The subject of operating system is classified three type, that is public leading type, corporation type, private leading type. The inner institution of operating system is classified two type, that is committee type, manager type. In conclusion, the desirable operating systems of Eup·Myon·Dong are proposed as to regional characteristics.
