| dc.description.abstract | 본고에서는 지방자치의 성공적 정착을 제약하는 제반 요소 중에서 재정적 측면에 국한하여 향후 지방재정의 제도 및 운영개선과 관련된 당면과제들을 중점적으로 논의하고자 한다. 우선 「지방자치의 전면실시」라는 정치적 환경변화가 지방재정제도 및 운영에 미치는 영향을 파악함으로써 지방재정의 정치적 선택을 조망하고, 「지방자치를 위해서는 지방재원의 확충이 긴요하다」는 소위 지방재정확충론의 허실을 진단하면서 향후 지방재정의 논의방향을 탐색하고자 한다. 이러한 논의의 기초위에서 지방세와 지방이전재정부분을 중심으로 개편과제를 제안하고자 한다. | - |
