dc.description.abstractThe development of a mechanism for evaluation and feedback is most essential in the initial stage of institution building. It seems a crucial aspect of the whole process of program formulation and implementation as well as of monitoring of the work performance. The evaluation has been difficult in the education-research institutions because of its characteristics. Though limited and experimental at this stage, this guideline is formulated to provide a specific conceptual and operational framework for evaluating projects and activities of the East-West Technology and Development Institute in relation to its institutional goals and values.-
