dc.description.abstractThe dimensions of political and administrative development that have been asserted thus far by various scholars are not congruent with the meaning of politics and administration. It seems that scholars who define the concept of political development usually do not distinguish between politics and administration. That is, some concepts of political development refer to development of a whole government; some refer to development of politics itself. On the other hand, administrative development usually refers to the development of a bureaucracy. Thus, congruent and incongruent dimensions of political and administrative development will be classified after exploring most of the dimensions of political and administrative development suggested by various scholars. Also the basic dimensions will be obtained by a descriptive approach. The congruent dimensions of both developments will be measured by the different variables respectively, approached from the distinction of politics and administration.-
