남남갈등의 연계성: 대북정책에 관한 조선일보－한겨레신문 태도 간 연계성 및 대북정책－대중정책－대미정책 태도 차이 간 연계성을 중심으로

Abstract

본 연구는 조선일보 및 한겨레신문이 남남갈등의 주요 당사자를 대변한다고 보고 두 신문 사설을 이용하여 남남갈등의 구조를 계량적으로 분석한다. 첫째, 북한, 미국, 중국에 대한 두 신문의 태도 차이는 지속적이었다. 북한과 중국에 대해 조선일보는 더 비판적이었고 한겨레신문은 덜 비판적이었으며, 미국에 대해서는 한겨레신문이 더 비판적이었고 조선일보는 덜 비판적이었다. 둘째, 정부 정책에 대한 태도 차이는 정권별로 변화가 있었다. 대북정책의 경우, 김대중 정부 때에 조선일보와 한겨레신문이 각각 비판과 지지라는 양극화를 보여주었다가, 노무현 정부와 이명박 정부에 와서 조금 완화되었지만 노태우 정부 및 김영삼 정부에 비해서는 매우 심화된 수준이며, 이명박 정부에서는 조선일보와 한겨레신문이 각각 지지와 비판의 입장으로 바뀌게 된다. 대중정책에 관한 태도 양극화는 노무현 정부 때에 가장 심했으며, 조선일보가 더 비판적이고 한겨레신문이 덜 비판적인 태도이었다. 대미정책에 관한 비판과 지지의 양극화는 노무현 정부 때부터 심화되어 이명박 정부에서도 지속되고 있다. 다만, 대미정책에 관한 두 신문의 비판/지지 입장은 대북정책과 마찬가지로 이명박 정부에 와서 서로 뒤바뀌게 된다. 셋째, 대북정책에 관한 태도는 경쟁계층의 태도와 반대로 되는 경향이 있다. 정부 대북정책에 대해 조선일보가 비판적일수록 한겨레신문은 호의적이고, 한겨레신문이 비판적일수록 조선일보는 호 의적인 경향을 발견했다. 여기서는 이를 남남갈등의 대내적 연계성이라고 규정한다. 대북정책과 달리, 정부 대중정책 및 대미정책에서는 두 신문의 태도가 서로 대립하지는 않았다. 넷째, 정부 대북정책을 둘러싼 남남갈등은 정부 대미정책을 둘러싼 남남갈등과 밀접히 관련되어 있다. 정부 대북정책에 관한 두 신문 태도의 양극화가 클수록, 정부 대미정책에 관한 두 신문 태도의 양극화도 크다. 이를 남남갈등의 대외적 연계성으로 부른다. The structure of the South-South conflict, represented by the Chosun Ilbo and the Hankyoreh respectively, is summarized as following. First, the difference between two newspapers on the attitudes toward North Korea, the United States and China is constant. The Hankyoreh is more likely to criticize the United States than is the Chosun Ilbo. On the other hand, the Hankyoreh is less likely to criticize North Korea and China than is the Chosun Ilbo. Second, the differences between the two newspapers, in stance on the government policies, vary with government. Stands on the government policy toward North Korea were most polarized during the Kim Dae-Jung government in that the Chosun Ilbo was very critical while the Hankyoreh was very supportive. Similarly, there were strong arguments, both for and against the Roh Moo-Hyun governments policies toward China. The two newspapers have been deeply divided pro and con on the Roh Moo-Hyun governments and the Lee Myung-Bak governments policies toward the United States. Third, the two newspapers tend to go to the opposing side each other in stances on the government policies toward North Korea. The more critical one newspaper is of the government policy on North Korea, the more supportive the other newspaper is. This may be called the internal linkage of the South-South Conflict. Fourth, the difference between the two newspapers in stance over the government policies toward North Korea moves side by side with the difference in stance over the government policies toward the United States.
