R&D 메가 프로젝트의 패러독스와 관리적 함의

Abstract

메가 프로젝트에 대한 최근의 연구에 따르면 메가 프로젝트의 수적 증가에도 불구하고 성과는 오히려 저하되는 `메가 프로젝트 패러독스` 현상이 발생하고 있다. 최근 과학기술 R&D 분야에서도 메가 프로젝트가 등장하고 있으며 앞으로도 증가할 것으로 예상된다. R&D 분야의 메가 프로젝트인 소형위성발사체개발사업에서도 메가 프로젝트 실패의 전형적 증상인 비용초과, 지연과 성과부족이 나타나고 있다. 이것은 최선의 결과를 가정한 계획 수립, 불명확한 목표, 책무성의 결핍과 책무성 확보 기제의 부족, 협력을 위한 거버넌스의 부재, 고착화와 평가 부재 등의 문제에 원인이 있었다. 따라서 이러한 문제 해결을 위해서는 다양한 상황을 전제로 한 위험 분석, 정확한 목표와 성과 명세의 제시, 이해관계자의 역할과 관계 규정과 조정을 위한 적절한 거버넌스의 구축, 맞춤형 평가 방식과 지표 개발 등이 필요하다. Recent studies on mega-projects have drawn public attention to the `mega-project paradox` which has indicated the paradox of `more mega-projects, less results.` The number of science and technology R&D mega-projects continues to be on the increase in Korea through entering new technological frontier apart from imitators. Several typical symptoms of mega-project failure such as cost overruns, delays, and performance deficits were found in one well-known R&D mega-project, the `Korea Small-lift Launch Vehicle (KSLV-Ⅰ) Development Project.` The failure was caused by risk analysis based on the best-case scenario, undefined objectives and performance specifications, lock-in, and cursory evaluation. Several implications are proposed to tackle those problems: defining clear objectives and performance specifications, designing a governance regime for the appropriate role execution of and coordination between stakeholders, risk analysis based on various scenarios, and continuing project evaluation for preventing goal-displacement.
