기획논문 : 입지정책 분야에서의 갈등과 조정: 경주 방폐장과 스웨덴 방폐장 사례 비교 연구

Abstract

방폐장 입지 선정 문제는 다양한 입지갈등 문제 중에서 가장 어려운 문제 중 하나다. 일반적으로 입지갈등 문제의 주요 원인은 공간적·시간적·집단적 형평성의 문제, 폐쇄적 입지선정 절차에 따른 민주성의 문제 등이다. 경주와 스웨덴의 방폐장 입지 문제는 이러한 사례의 전형을 보여주는 가장 중요하면서 대표적인 갈등 사례로 볼 수 있다. 두 사례 공히 성공의 요인은 보상을 통한 형평성 문제의 해결, 개방적 절차를 통한 자발성의 고양, 적절한 수준의 경쟁의 활용, 주민 친숙성을 고려한 위험소통 정책 등을 들 수 있다. 우리나라 경우 중저준위 방폐장 입지는 성공했으나 향후 고준위방폐장 입지문제가 남아 있는 상황을 고려할 때 보다 진전된 절차로서 스웨덴의 방폐장 입지 사례는 매우 중요한 시사점을 던져주고 있다. Siting a radioactive waste management facility is the most difficult of the many siting controversies. In general, the main reasons for siting controversy are spatial, temporal, and group inequalities as well as a lack of democratic procedures in closed top-down siting methods. Siting radioactive waste management facilities in Korea and Sweden can be very good and important examples showing all of these conflicts. The successl factors in both cases are resolution of the inequality problem through compensation, boosting voluntarism by local governments with an open approach, using competition between local governments, and risk communication policy considering the familiarity of local residents. In Korea, the low and intermediate level radioactive waste management facility has been selected. However, the siting problem for the high level one is still ongoing. Considering this situation, the Sweden case of more advanced siting procedures, will give very good lessons to Korea.
