일반논문 : 학자금 대출 제도의 사회적 형평성과 재정건전성: 갈등관계의 시뮬레이션 분석연구

Abstract

학자금 대출에 있어 낮은 대출금리는 수혜자의 폭을 넓히고 학생 부담을 완화시켜 사회적 형평성 제고 측면에서 긍정적인 효과가 있다. 반면에 정부재정 부담 증가로 인해 재정위험은 커지게 되므로 국가장학기금의 재정건전성과 대출금리 인하를 통한 사회적 형평성 확보 문제는 근본적으로 갈등관계에 있다. 본 연구는 학자금 대출제도의 변천 및 운영과정에서 나타난 정부재정 건전성과 사회적 형평성간의 갈등관계를 살펴보고 기금의 재정건전성 유지를 위한 정부재정부담의 정도를 추정하기 위해 신용보증공급, 대손위험률, 대출금리 등의 변화에 따라 필요한 정부필요출연금 규모를 시뮬레이션 모형을 통해서 분석한다. 연구결과 학자금 대출금리 변화가 다른 어떤 변수보다도 기금의 재정건전성에 큰 영향을 미치는 것으로 나타났다. 분석결과에 근거하여 국가장학기금의 재정건전성과 사회적 형평성 제고를 위한 정책적 시사점을 제시하였다. In terms of social equity, lower interest rates in the student loan system will have positive effects by broadening the range of beneficiaries and easing the burden of students, whereas the financial burden and risks of government finance will increase. Therefore, the problem of balancing financial integrity and social equity in the student loan system lies in fundamental conflict. The progress, current status, and main features of the government student loan systems in Korea are examined in this study. A simulation study is carried out to analyze the conflict between social equity and financial integrity, in terms of the financial burden required by the government to assume due to changes of credit guarantee supply, bad debt risk, and loan interest rate. The results show that the loan interest rate has a bigger influence on financial integrity than any other variables. Based on the results, some policy implications are proposed for enhancing social equity and financial integrity in the government scholarship fund.
