복지재정 확립과 복지정책 개혁

Abstract

Considering the current and future political, economic and social circumstance, we have

to find both the most suitable model of welfare state and the level of welfare budget.

Instead of simply showing the direction of expanding welfare budget, we need a systematic

discussion of how much to expand welfare budget and how to finance it. In particular. we

need to find the best combination of the tax burden and the welfare budget with which

majority of people agree. Based on such the welfare budget of consensus, the priority

setting should be given to the welfare policies and programs. In turns, such the priority

should depend on the legitimate evaluation of the concurrent welfare policies.

In this paper, I attempt to reevaluate Koreas welfare state and programs. Then I suggest

the welfare reform to improve the policies and financial substantialities. Firstly, we should

improve welfare delivery system in terms of installing an administrative institution.

Secondly, we must develop the appropriate official data and statistics to evaluate welfare

programs. Thirdly, we construct a standardized policy evaluation system including the

establishment of an control tower. Finally, a major amendment to the Social Welfare Basic

Law plays a major role in enhancing the coordination and fine-tuning of various welfare

programs and in improving the delivery system of welfare programs. These efforts give rise

to guarantee the efficient and sustainable welfare budget.

현재와 미래의 정치·경제·사회여건을 고려하여 우리에게 가장 적합한 복지국가유형

과 복지재정 수준을 찾는 것은 매우 중요한 일이다. 단순히 복지재정을 확대해야 한다는

방향성을 넘어서 얼마나 늘이고 어떻게 늘여야 할지에 대한 과학적이고도 체계적인 논의

가 요구된다. 특히, 국민들이 합의할 수 있는 조세부담의 수준과 이를 기초로 우리가 감

당할 수 있는 복지지출 수준의 적정 조합을 찾아내야 한다. 이렇게 결정된 복지재정 수준

을 기초로 복지정책의 우선순위를 설정해야 한다. 이러한 우선순위의 설정은 복지정책의

실효성에 대한 평가가 기초되어야 한다.

본 논문은 현 복지정책에서 나타나는 부처 간 칸막이, 사전·사후 평가의 부실, 그리고

전달체계 평가 미진 등의 문제를 지적하고 이에 대한 개선방안을 제시한다. 첫째, 복지

전달체계의 개혁이다. 사회복지 전달체계란 공공부조와 사회복지서비스가 전달되는 흐

름을 의미하는 것으로써 사회복지 전달체계 내에서 중요한 것은 누가, 무엇을, 누구에

게, 어떠한 방식으로 배분되는가 하는 문제이다. 둘째, 복지재정통계의 정비가 시급하

다. 셋째, 복지정책 평가를 위한 control tower를 만들어야 한다. 복지제도의 사전·사후

평가체제가 구축되기 위한 대안으로 우선 자료개발 및 수집, 실제 평가시행에 대한 책임

주체를 명확히 해야 한다는 것이다. 마지막으로 사회보장기본법 전부개정은 사회보장 개

별계획 간 통합·조정 기능을 제고하고, 복지의 전달체계 문제를 해소하기 위해 반드시

필요하다.
