북한문제 인식의 문제점과 새로운 접근의 필요성

Abstract

북한과 관련된 국내의 논의는 남남갈등의 형태로서 주로 보수 대 진보의 국내정치적 이념논쟁의 연장선상에서 이루어지고 있다. 북한에 대한 국내사회의 이분법적 이해는 한 반도 냉전의 역사와 불가분의 관계를 맺고 있다. 하지만, 국내의 단순한 보수－진보 논리 로는 북한 핵 위기, 북한의 체제위기, 남북한 통일문제를 제대로 이해할 수 없다. 북한문 제는 글로벌－동아시아－한반도의 세 가지 층위에서 복합적으로 얽혀져 있으며, 대북인 식과 정책은 국제정치적 시각과 국내정치적 시각이 서로 맞물리는 과정에서 모색되어야 한다. 우리가 북한 문제를 다룰 때 반드시 밖의 시각을 그대로 수용할 필요는 없지만, 밖에서 안을 바라보는 시각을 제대로 이해할 필요가 있다. 그래야만 안과 밖의 조화로운 이해 속에 세계질서의 변화를 파악하면서 우리 나름의 정교한 대북정책의 논리를 개발하 려는 노력이 가능할 것이기 때문이다. 결국 국내의 단순한 보수 대 진보 논리로는 북한 문제를 제대로 이해할 수 없다. 이러한 관점에서 기존의 국제정치이론을 북한문제에 적 용해 보면 보다 분명하고 다양한 그림을 그리는데 도움이 될 수 있을 것이다.

South Koreas perception of the North Korean issue has been characterized as the so-called South-South conflict between the conservative and the progressive in domestic politics. Such a dichotomous understanding of North Korea has much to do with the Cold War history of the Korean peninsula. It is, however, impossible to understand the North Korean issues including nuclear crisis, regime insecurity, unification of the Korean peninsula, etc. The North Korean issue has been influenced in the interactive levels of analysis among the global politics, the East Asian regionalism, and the Korean peninsula. Thus, South Koreas understanding and policy toward North Korea should be approached, combining both the domestic and international considerations. In this vein, this paper applies several theories of international relations to the North Korean issue and tries to get some new understanding of North Korea.
