Abstract
민주화 이후, 한국 정부관료제는 신공공관리론의 대두로 과연 Hood가 제시한 무작위성, 상호주의, 경쟁주의, 감독성의 문화가 나타났는지 살펴보았다. 무작위성은 임시조직으로, 상호주의는 공동생산, 경쟁주의는 공공계약, 감독성은 심사로 각각 조작적 정의 내리고, 각 변수에 대해 정부위원회제도, 비영리조직, 민간위탁, 중앙징계위원회 제도로 각각 비교측정하였다. 정권별 경향분석결과, 김대중정부에서 신공공관리를 반영한 관료문화가 가장 두드러졌다. 한국 관료문화는 정치적 영향이 크고, 실질적 혁신이 아닌 형식주의에 머물러 있으며, 여전히 전통전 관료문화가 잔재하는 것 등으로 해석된다. This study examines whether the four bureaucratic cultures suggested by Hood appear under New Public Management following political democratization: contrived randomness, mutuality, competition, oversight or review. Each cu lture is operationally defined by adhocracy, co-production, contracts, screening and is measured by governmental committees, non-profit organizations, contracting-out, and central disciplinary boards. According to a trend ana lysis of governments, the Kim Daejung government had the highest score among the four governments in terms of bureaucratic cultures reflecting NPM. From these results, it can be interpreted that 1) bureaucratic cultures in Korea are affected by politics, 2) are stiJI in formalism, not substantive innovation, and 3) traditional bureaucratic cultures exist as always.
