통일준비 추진체계

Abstract

남북한의 통일은 현대를 살아가는 한국인들에게 주어진 가장 중요한 역사적 과제다. 통일은 불확실성과 위험성을 배경으로 하면서도 그 속에서 기회와 가능성을 아울러 모색하고 실천해 나아가야 하는 매우 어려운 과정이다. 궁극적으로 국가기구의 통합을 포함하는 통일은 국제적이면서 국내적이고, 국가 정책의 문제이자 시민사회의 자발적인 협력 또한 필수적인 과정이다. 그러기에 통일준비 추진체계는 가능한 많은 분화(전문화)와 아울러 유기적인 통합(조정)을 요하며, 이를 위해 연결망과 계서제의 조직화 원리를 모두 필요로 한다. 이와 같은 원리에서 거버넌스 체계의 조직화에 더하여, 다차원적이고 상황 변동적이며 신축적인 대응이 가능한 시무와 맥락지성의 리더십이 발휘될 수 있어야 한다. 이와 같은 시각에 의거하여 기존하는 통일준비 추진체계를 경험적으로 분석한다. Reunification of North and South Korea is supposed to be achieved through a rough passage including a narrow ``policy window`` of tremendous uncertainty, danger, chance, and possibilities. This requires a governance system in preparation for Korean reunification that is multi-level and balanced between hierarchies and networks. This study diagnoses the existing South Korean governance system from such a perspective. In addition to organizing efforts to build such a governance system, it emphasizes that public policymakers and administrators need to be equipped with ``simu`` leadership or contextual intelligence.
