다중심거버넌스와 지방자치체제의 발전방향

Abstract

본 논문의 목적은 E. Ostrom과 동료들이 수행해온 연구를 중심으로 다중심거버넌스의 성격과 경험적 증거 및 민주적 효율성 논거를 고찰하고, 다중심거버넌스 패러다임에 입각해 향후 한국 지방자치체제의 발전방향을 모색하는 것이다. 이를 위해 다음과 같은 세부 연구과제들을 다룬다. 첫째, 우리나라보다 먼저 대도시지역 지방정부 합병논쟁을 벌였던 미국의 사례를 검토한다. 둘째, 합병론자들이 견지하는 단일중심 패러다임과 분절론자들의 다중심거버넌스 패러다임의 특징과 효율성에 관한 경험적 연구결과를 비교 검토한다. 셋째 Ostrom 부부가 다중심거버넌스의 민주적 효율성을 설명하기 위해 제시한 다섯 가지 단서, 즉 경쟁, 발언권, 공공기업가정신, 민관공동생산, 가외성을 논의한다. 넷째, 다중심거버넌스에 기초해 향후 한국 지방자치체제의 개편방향을 제시한다. The purpose of this paper is to argue for the paradigm of polycentric governance advocated by 2009 Nobel economics laureate, Elinor Ostrom with her husband Vincent Ostrom, and then to offer some suggestions based on that paradigm for the forthcoming local government reorganization policy in Korea. To this end, the paper deals with the following research tasks. Firstly, it begins with the examination of the historic friction between the pros and cons of metropolitan reformers` propositions for the massive agglomeration of local governments several decades ago in the United States. Secondly, it compares the theoretical assumptions of the two antagonistic paradigms regarding local government reorganization: polycentrism versus monocentrism. Thirdly, the paper reviews a number of empirical studies verifying the superiority of polycentric governance over monocentrism in terms of efficiency. Fourthly, it discusses the Ostroms` five clues explaining the democratic efficiency of polycentric governance: competition, voice, public entrepreneurship, co-production, and redundancy. Fifthly, a set of moderate recommendations are presented for reforming the current monocentrically-based local government system into one moving towards a polycentric governance paradigm in consideration of the excessive costs, both tangible and intangible, of radical regime change.
