선진국 주요 국공립대학법인의 지배구조 비교분석

Abstract

본 연구는 법인화가 이루어진 세계 주요 대학법인들의 지배구조상 특징에 대해 분석을 수행하였다. 그동안 대학의 지배구조를 설명하는 연구와 모델은 다양하였지만 법인화된 운영체제속에서 그 구체적인 모습에 대한 연구는 부족하였다. 이에 본 연구에서는 싱가포르 국립대학교, 버클리대학교, 도쿄대학교, 괴팅겐대학교를 대상으로 법인운영 지배구조를 자율성, 민주성, 책무성을 측면에서 분석하였다. 분석결과 싱가포르 국립대학은 자율성과 책무성은 높은 수준에서 이루어지고 있지만 민주성은 낮은 것을 특징으로 한다. 버클리대학은 자율성, 민주성, 책무성 모두 높은 수준에서 이루어지고 있는 것으로 나타났다. 도쿄대학의 경우 자율성과 민주성이 상대적으로 낮은 수준에서 이루어지고 책무성이 강조되었다. 괴팅겐대학은 민주성이 강조되었지만 책무성을 확보하는 방법은 구체화 되지 못하였다. This study tries to analyze the corporate governance structure of major universities in advanced countries. There are many studies of the governance structure of universities but a literature review shows that there have been few studies about governance structure of corporatized universities. This study uses the attributes of autonomy, democracy, and accountability to explain the governance structure of Singapore National University, Berkeley University, Tokyo University, and Gottingen University. The results show that Singapore University has high level of autonomy and accountability but a low level of democracy. Berkeley University shows high for all variables. Tokyo University emphasizes a high level of accountability. Lastly, Gottingen University shows a high level of democracy but a low level of accountability.
