행정학 분야 주요 한국 학술지 간의 등급 및 영향 네트워크의 구조

Abstract

이 연구에서는 행정학 분야 주요 한국 학술지 간의 등급, 영향과 의존 관계, 및 네트워크의 구조와 형태를 분석하였다. 지난 10년간 국내 학술지 분야에 있어서 가장 큰 변화는 種과 數의 급격한 성장과 이들 간의 질적 등급을 평가하려는 노력의 등장이다. 한국연구재단의 학술지 등급 정보 서비스는 이러한 경향을 압축적으로 대변한다. 하지만 재단의 등급 정보는 연구자들로부터 충분한 신뢰를 얻지 못했고, 행정학 분야에는 그나마 학술지 간 등급과 인용에 대한 분석조차 드물었다. 따라서 이 연구에서는 국내 11개 주요 행정학 학술지를 선정, 인용분석 방법으로 이들 간의 등급 평가와 더불어, 누가 누구에게 보다 영향을 주고 의존적인가, 그리고 네트워크 분석 방법을 사용 인용 네트워크의 구조와 형태는 어떤가에 대한 연구를 수행하였다. 분석결과, 학술지 간 등급은 한국행정학보, 행정논총, 한국정책학회보 순이었고, 영향 대 의존에서도 이러한 등급은 그대로 유지되었다. 그러나 학술지 간 등급은 한국연구재단의 그것과 일부 불일치 하는 것으로 나타났다. 네트워크 구조와 형태 분석에서 위 세 학술지는 학술지 간 상호 인용의 중심에 위치하였고, 네트워크 상 학술지들은 행정, 지방, 정책이라는 주제 중심의 군집을 보였다. 하지만 한국정책학회보는 정책보다는 오히려 행정 群으로 분류되어, 학술지로서의 연구주제 관련 정체성, 군집 간의 경계가 다소 모호하였다. 이러한 결과는 행정학 분야 연구기관 및 연구자들의 성과 평가, 학술지 간 영향과 의존, 논문 기고, 인용 地圖이해 등에 대한 기여가 기대된다. 무엇보다 많은 연구자들이 재단이 발표한 학술지 간의 등급 정보에 좀처럼 동의하지 않는 상황에서 학술지 질적 평가 개선에 유용한 정보가 될 것이다. Using citation analysis methods, this paper seeks to present the results of a critical analysis of rankings, citation relationships, and the network structure among eleven major Korean journals of public administration. The rankings, scholarly influence and dependence, and citation structure among those domestic journals were analyzed according to both citation frequency and network analysis. After a brief review of previous studies of journal rankings and citations, the study examines a set of key issues regarding rankings, the relationship between influence and dependence, and network structure from a journal citation viewpoint. The analysis revealed that, of the most-cited journals, the Korean Public Administration Review was the highest ranked in 2006-2010, followed by the Korea Journal of Public Administration. The Korean Policy Studies Review ranked third. These three journals were also positioned at the center of a citation network. The results of the cluster analysis showed that the eleven journals are grouped into three subject categories: public administration, local administration, and public policy. The findings are discussed based on the results. Then the implications and directions for future studies are suggested within the context of evaluating journal quality.
