독일 행정통합의 재고찰: 겔렌(Arnold Gehlen)의 제도론을 중심으로

Abstract

이 연구는 독일 통일 이후 진행된 행정통합을 이론적인 면과 실천적인 측면에서 재고찰하고 있다. 특히 행정통합은 상이한 동 서독 행정제도의 통합뿐만 아니라 서로 다른 체제에서 사회화 된 관료의 통합이다. 따라서 독일 행정통합의 연구를 위해서 행정학은 인문학과의 협력이 필요하다. 이러한 의미에서 인간이란 무엇인가? 라는 문제를 중심으로 제도이론을 발전시킨 독일출신의 철학자 이며 사회학자인 아르놀트 겔렌(Arnold Gehlen)이 중요하다. 또한 이 논문은 동 서독 관료와의 인터뷰를 통해 행정통합의 문제점과 성공적인 행정통합의 요인을 도출하였다. 바로 이것이 우리가 독일의 행정통합으로부터 배울 수 있는 중요한 시사점이다. This study is a reconsideration of the theoretical and practical aspects of the unification of administration that has been progressing since the reunification of Germany, in particular considering the unification of the two different administrations of East and West Germany. This includes the joining of a bureaucracy which was socialized under different systems. Therefore, public administration should consider humane studies in the study of Germany`s unification of administration. In this respect, Arnold Gehlen (sociologist, philosopher) is an important figure because his theory of systems is improved by putting emphasis on the question, "What are human beings?" Additionally, this study draws the primary factors for successful unification as well as unification`s problems drawn from interviews with government officials. Therefore, the point is to learn from the unification of Germany by observing current events.
