여성 공무원의 능동적 대표성에 대한 탐색적 분석

Abstract

대표관료제의 기본 정신에 입각하여 여성임용할당제 및 여성관리자 임용확대 계획 등이 실시 되면서 여성들의 공직 진입이 증가하고, 고위직 관리자 여성비율이 확대되고 있다. 공직 내 여 성 공무원들의 양적 증가로 수동적 대표성이 확보되어 가고 있는 상황에서 과연 공직에 진입한 여성들이 자신들의 사회적 배경이 되는 여성들의 이익과 가치를 대변하고 있는지의 문제인 능 동적 대표성(active representation)에 대한 검증의 필요성이 제기된다. 본 연구의 목적은 여성 공무원들의 능동적 대표성을 검증하고, 능동적 대표성의 결정요인으 로서 심리적 요인, 제도적 요인, 양적 구성 요소 등의 영향력 정도와 통계적 유의성을 검증하는 데 있다. 분석결과 여성 공무원들은 남성 공무원들에 비해 배경집단의 이익을 대변하기 위한 적 극적 태도를 보이고 있었다. 또한 개인적 차원의 심리요인 뿐만 아니라 제도적 차원의 조직특성 및 양적구성 차원의 여성 공무원 비율 등이 능동적 대표성에 영향을 미치고 있는 것으로 나타 났다. There has been an increasing number of female civil servants since the employment quota for new employment and the plan for enlarging the managerial class of female civil servants started based on the spirit of representative bureaucracy. Therefore, because such institutional arrangements have achieved their goals in terms of passive bureaucracy, it is time to test active representation female civil servants serve the interests of women in general. This study empirically analyzed active representation by female civil servants and the psychological, institutional, and quantitative compositional factors of the determinants of active representation. The findings confirm that: 1) female civil servants have a different attitude toward protecting women's interests and 2) not only psychological factors at the individual level but also the institutional factors of organizational characteristics and quantitative workforce composition influence active representation.
