정책딜레마와 정부의 선택: 지역간 항명칭과 해상경계 분쟁사례

Abstract

본 연구는 딜레마모형을 가지고 지방정부간의 정책결정사례분석을 한 것이다. 분석결과, 당 진군과 평택시를 둘러싼 환경조건은 두 지방정부 간에 딜레마를 발생시키는 조건이 되었다. 이 러한 환경조건에서 야기된 딜레마상황은 대립하는 행위자집단 간에 대안의 분절과 이익상충으 로 구체화되었다. 당진군과 평택시는 자신의 환경조건을 반영하는 가치나 이익을 표출하여 정책 결정자로 하여금 정책결정을 곤란하게 하였다. 이들 이익은 상호간에 주관적으로 해석된 것으로 결과가치가 비슷하여 어느 한 쪽의 입장을 들어주기에는 다른 쪽의 손해가 큰 경우에 해당한다. 문제해결과정에서 행위자집단 간의 의견이 팽팽히 맞서서 자체적으로 해결을 보지 못하자. 해양 수산부는 초기 소극적인 행동으로 기존의 대안을 선택하다가, 적극적 행동을 하는 쪽으로 방향 을 전환하여 행정적 권위에 의한 결정과 재판을 통한 결정에 의하여 문제를 해결하였다. This study analyzes a case of inter-local government policy making through the dilemma model. It found that the circumstances regarding A dilemma arose between the two local governments of Dangjin County and Pyungtaek City. The dilemma materialized through a discrete set of alternatives and trade-off of interests among the conflicting groups of actors. Dangjin County and Pyungtaek City made the decision-making process difficult by expressing the values and interests that reflected their own conditions. The interests were subjective so the resulting values on one side would result in a massive loss to the other group. The actors failed to reach an agreement by themselves during the problem-solving process so the central government moved from a passive stance to aggressive action and made the policy through trials and administrative authority.
