고용위기 시기(2008-2010) 한국 공공고용 서비스기관 생산성 변화 분석: 맘퀴스트 생산성지수 분석을 중심으로

Abstract

본 연구의 목적은 경제위기 시기였던 2008년부터 2010년까지 한국의 46개 전국 고용지청 단위 고용서비스기관의 생산성 변화를 측정하는 데 있다. 한국의 고용서비스는 2008년 발생한 세계경제위기로 인한 2009년의 고용위기에 대응하는 과정에서 급속한 발전을 경험했다. 따라 서 본 연구에서는 2008년에서 2010년까지의 고용서비스기관의 생산성변화를 맘퀴스트 (Malmquist) 생산성 지수를 이용해 분석함으로써 실업문제 해결에서 공공고용서비스의 역할 을 탐색했다. 분석에 사용된 투입변수는 구직자수, 구인자수, 구직자중 취약계층비중, 운영비, 인건비예산이며, 산출변수는 취업자수, 취업자중 고용보험 신규가입자 비중, 6개월 고용유지자 비중, 취업자 중 취약계층 비중이다. 분석한 결과, 지난 3년간 고용서비스에 대한 투자확대가 기관의 생산성 증가로 이어지지 않고, 오히려 전체적으로 하락을 경험한 것으로 나타났다. 요컨 대, 고용위기 시기인 2009년에는 효율성 향상과 기술적 진보로 인해 대도시지역소재 기관은 생산성 향상을 성취했지만 비대도시지역은 오히려 기술적 퇴보로 인하여 생산성이 하락한 것으 로 분석되었다. 반면에 안정화 시기인 2010년에는 대도시지역 기관은 생산성이 하락한 반면, 비도시지역 기관은 정체상태인 것으로 분석되었다. This paper aims to measure productivity changes at 47 nation-wide Korean public employment service agencies (PES) from 2008 to 2010. Korea's PES significantly developed during this period in order to cope with and alleviate the unemployment problem that had worsened due to the global financial crisis of 2008. The productivity of these 47 Korean employment service agencies are evaluated using the Malmquist productivity index model. The results showed that the mean productivity change decreased 0.4 percent from 2008 to 2009, and decreased 0.9 from 2009 to 2010. Despite an overall increase in the amount of investments in PES, the PES productivity had not increased significantly. In conclusion, it has been discovered that inefficiency in the large city-centered organization structure is acting as an obstacle for further productivity improvement in employment service. Therefore, reform in service organization structure in conjunction with increase in public service investments will secure the practical role of public employment service offices in lowering unemployment rates.
