| dc.description.abstract | 시민의 요구를 만족시키는 못하는 제도에 대한 불신이 증가하고 정당 체제가 위기에 처하면서 시민사회와 사회운동이 중요한 정치적 행위자로 등장하고 있다. 이 글은 라틴아메리카의 정치적 논쟁과 민주화 과정에서 시민사회가 어떤 기능을 하는 지 분석한다. 국가에 대한 시민사회의 역량을 논의의 대상으로 삼는 것은 정치 제도를 시민사회로 대체하려는 것이 아니라 시민이 국가의 종복이 아니라 진정한 주권자가 되는 새로운
