국가의 정책 결정에 대한 지역 주민의 대응: 부안군 위도의 방폐장 논쟁을 중심으로

Abstract

이 연구의 목적은 지역에 대한 국가의 정책 결정에 대해 지역 주민들이 어떻게 대응하는지를 민족지적으로 분석하는 것이다. 국가와 지역은 지배와 피지배의 구도 속에 존재하고 있기는 하지만 지역이 항상 국가 지배에 대해 순응하기만 하는 것은 아니다. 이런 사실은 정책의 집행과정에서 지역 주민들이 대항하거나 저항하는 모습을 통해서 나타난다.

지역은 국가에 대한 대항권력의 지위를 지니고 있으며, 양자 간 상호작용과 긴장 그리고 균형에 의해 국가와 지역 사이의 관계가 정해질 수 있다.

이 연구에서 분석하고자 하는 국가의 정책은 위도를 대상으로 한 방사능 폐기물 처리장 건립이다. 여러 차례의 타당성 조사와 건립 시도 끝에 정부는 2003년에 부안군의 신청을 받아 위도에 방사능 폐기물 처리장을 건립하기로 결정하였다. 그러나 이 결정에 대해 부안군 주민들은 반대 의견을 표시하였으며, 전면적인 반대 운동을 전개하였다. 정작 당사자인 위도 주민들은 유치 신청서에 서명을 하였지만 부안군민들의 거센 반대 운동과 국가의 일관성 없는 정책 추진으로 찬성과 반대 어느 입장도 공개적으로 지지하지 못하는 입장이 되었다. 위도에 방사능 폐기물 처리장을 세우기로 한 정책 결정은 전국적인 관심사가 되었고 부안군은 이 논쟁 속에서 2년의 세월을 보내야 했다.

This study aims to describe the process of debate on radioactive waste management in Wido and to present an analysis of some of the social and political dimensions of a environmentalism.

Radioactive waste management has been one of the main issues of environment movements in Korea. Governments of Korea decided to build radioactive waste installations in Wido. But Buan county people opposed the decision violently. So, opinion about radioactive waste installations has been divided between Wido and Buan County.

This dispute is not simple problem to accept or oppose to radioactive waste installations. This dispute contains knowledge as social process, the tension between 'nuclear' and 'people' perspectives, the tradition of compensation in Buan country, and local level politics.

I understand the Buan dispute as a discursive field where different perspectives engage and compete. It is an arena of tension that involves power relations.
