중국식 산업구조조정의 사회문화적 영향: 경쟁에서 배제되는 청도 한국제조업의 변화와 대응

Abstract

이 연구에서는 청도(靑島)의 한국제조업이 산업구조조정으로 지역사회에서 배제되는 현상뿐 아니라, 이러한 통치강화에 어떻게 대응하는지를 참여 관찰함으로써, 산업구조조정이 해외기업에 미치는 사회문화적 영향과 그 역동성을 탐구하고자 한다. 특히 필자는 중국인의 세계관으로서 중화사상에 주목하면서 중국식 산업구조조정을 분석할 것이다.

한편, 이 연구에서는 한국제조업만이 아니라 이를 매개로 형성한 한국인•조선족의 종족경제권(ethnic economy)까지 포함해서 중국식 산업구조조정의 사회문화적 영향을 살펴볼 것이다. FDI는 자본만 이동하는 것이 아니라 이와 관련한 사람을 이주시키며 산업공동체를 형성시킨다. 산업구조조정은 해당 기업과 관련한 가족․협력업체․주변상가 등 산업공동체 전반에 걸쳐 영향을 미친다(Nash 1989: 330~338)는 점에서, 이러한 종족경제권도 산업구조조정의 영향에서 빗겨갈 수 없다. 더구나 이동이 보다 유연한 기업과 달리 이들은 새로운 땅에 닦아 놓은 삶의 터전을 쉽게 옮길 수가 없다. 그렇다고 타자로서 중국사회에 융합되는 것이 수월한 것도 아니다. 결국 공동체를 유지하던 근간인 한국제조업이 빠져나가면서 경제적인 어려움을 겪는 이들은 한국과 중국의접경지대(Rosaldo 2000: 336)에 남겨진 사람들이다.

이 연구에서는 이처럼 한국기업을 매개로 형성한 종족경제권이 한국제조업이 빠져나가는 현상으로 어떤 영향을 받는지를 함께 들여다보고자 한다. 자본의 국제이동이 광범위해질수록 이를 따르는 이주민도 늘어날 수밖에 없다는 점에서, 해외자본을 매개로 한 종족경제권 또는 이주민 사회는 자본의 국제이동과 관련해 다루어져야 할 중요한 연구주제이자, FDI 관련 정책생산에서 반드시 고려해야 할 존재이다.

The object of this research is focusing on analyzing the sociocultural impacts of Chinese Industrial restructuring through the Korean manufacturing industry excluded from economy and socioculture in Qingdao. This research is based on fieldwork that examined from March to October in 2008. Chinese Industrial Restructuring excluded from foreign firms of traditional manufacturing, connecting with modes of exchange: the state distributive economy, the gift economy, a resurgent commodity economy, Chinese Thought and modern Chinese complex cultural formation. Korean manufacturing was called delinquent industries and it became a target of surveillance and regulation as organizations and categories. In this circumstance, they started to think differently about China and Chinese, on the other hand, they strategically tried localizing strengthening law as different policy. Differed industrial circumstance and localizing strategy of Korean manufacturing weakened ethnicity as the political resource that Chinese of Korean descent had. Accordingly a three-cornered relation among industries began to toward from Koreans and Chinese of Korean descent to Koreans and Chinese and a Korean administrator and Chinese of Korean descent made sociocultural distance. Ethnic economy formed by the medium of Korean manufacturing showed cracks and gradually Korean manufacturing and Chinese industry of Korean descent was accepted as important Chinese central society of guanxi networks in China. However, I prospect that Korean manufacturing accepted into Chinese central society will have unfair discrimination in that guanxi networks happen the asymmetry in gifts exchange.
