정책 태도 결정 요인에 관한 연구: 사회정책에서의 국가 책무성과 보편성을 중심으로

Abstract

본 연구의 목적은 사회정책 영역에서 정책태도에 영향을 미치는 요인들에 대한 실증적인 검토에 있으며 이를 국가의 책무성과 정책의 보편성으로 나누어 살펴보았다. 정책 태도와 관련한 기존의 연구들이 결과변수의 도출과 조작화에 이론적 배경을 결여하고 있거나 중요한 설명변수의 누락과 같은 한계점을 보여주는 경우가 많았다. 따라서 본 연구에서는 특히 국가의 책무성과 관련해서는 Salter(1998)와 권혁주(2009)가 제시한 사회정책에서의 정치적혼합에 관한 이론적틀을 차용하면서 주요설명변수를 포괄적으로 구성해서 서열다항 로지스틱 회귀분석을 실시했다. 주요 분석결과는 다음과 같다. 첫째, 전통적인 계급 간 균열보다는 교육, 연령, 정책경험과 같은 다양한 지위변수들이 사회 정책에 대한 인식에 영향을 미친다는 점이 드러났다. 특히, 세대에 따른 정부 역할에 대한 인식적 균열이 가능함을 발견했으며, 정책경험과 관련해서는 만족도와 같은 질적 측면이 매우 중요함을 알 수 있었다. 둘째, 가족의 규모나 가족해체의 경험과 같은 가족의 특성 또한 인식에 영향을 미치는 중요한 요인이라는 점이 드러났다. 셋째, 복지와 근로동기의 조화나 정치적 보수성과 같은 신념체계와 관련된 변수들이 국가 역할에 대한 인식에 중요한 영향을 미친다는 점을 아울러 확인하였다. The main purpose of this study is to find the main factors in citizen attitudes towards the responsibilities of government and the universality of policy in the social policy of South Korea. The bulk of the studies related to this issue have been conducted in various academic disciplines. They also have some limitations in spite of their practical and theoretical contributions to this issue. The lack of theoretical basis in measuring policy attitudes, omission of key variables, and some measuring problems were found in previous studies. Salter(1998) and Kwon(2009)s theoretical framework is used for operationalization in this study, particularly in the case of the responsibilities of the government. This study found empirical evidence on the effects of various factors using ordinal logistic regression models in an attempt to conduct a comprehensive analysis.
