한국사회에서 이주노동자의 사회적 수용을 위한 정책지향에 관한 연구

Abstract

한국사회는 본격적으로 이주노동자문제에 대응해야 할 단계에 와있다. 그럼에도 불구하고 정책적으로, 사회문화적으로, 그리고 이념적으로 어떠한 입장에서 이주노동자문제에 접근해야 할 것인지에 대한 합의가 존재 하지 않는다. 따라서 이 글은 기본적으로 이주노동자의 사회적 수용을 위한 방향성을 모색하는데 초점을 맞춘다. 이를 위해 먼저 이주노동자에 대한 배제적 반응을 해석하기 위한 프레임을 구성한다. 국가공동체의 공동이념, 관계형태, 상호작용원리를 기초로 내-외 프레임, 원-근 프레임, 그리고 상-하 프레임을 구성하고 이프레임들의 배제적 양태로 타자화하기, 거리두기, 그리고 차별하기를 제시한다. 그리고 이 프레임에 기초하여 한국사회에 내재된 배제적 양태와 이주노동에 대한 배제적 특성을 살펴본다. 이러한 분석을 토대로 하여, 이주노동자의 사회적 수용을 위한 반향을 모색한다. 타자화하기에 인정하기로 거리두기에서 연대하기로, 차별하기에 공정하기로의 전환은 배제에서 포용으로 가는 기본적인 입장으로 제시된다.

It is an indisputable fact that immigrant workers are rapidly increasing in Korea. The influence of immigrant workers on the formation of Korean society may be beyond imagination in the long run. Therefore, it is time for the government to make more systematic and consistent policies for immigrant workers. This study suggests policy orientations tor accommodating immigrant workers in Korean society. Three frames were first constructed for the purpose of interpreting responses particular to immigrant workers: an in-out frame in the dimension of the common idea of national community, a near- far frame in the dimension of social connectedness, and an up-down frame in the dimension of social interaction. Possible responses are othering, based on an in-out frame, distancing on a near-far frame, and discriminating on an up-down frame. Secondly, the tendencies internalized in Korean society are critically analyzed according to each frame. Finally, it is suggested that policies covering immigrant workers be oriented toward systematic and consistent accommodation: from otherness to recognition; from distance to solidarity; and from discrimination to fairness.
