CELAC: 탈식민적 라틴아메리카 통합운동

Abstract

2011년에 설립된 CELAC(라틴아메리카 카리브 국가공동체)은 탈식민적 라틴아메리카 통합운동이다. 즉, 유럽중심주의적 위계서열의 세계체제로부터의 라틴아메리카의 독립적 위상의 확보를 의미한다. 또는 근대성/(탈)식민성 기획의 시각에서 보면 라틴아메리카의 라틴과 아

메리카의 해체 즉, 라틴아메리카 이후의 시기로 진입한 상징적 사건이 CELAC이다. 2004년

의 ALBA(미주 민중을 위한 볼리바르 동맹)와 2007년의 UNASUR(남미국가연합)에 이어 탈식민적 라틴아메리카 통합운동의 커다란 진전이다. CELAC은 베네수엘라의 차베스와 브라질의 주도로 설립되었는데 제도적 법률적 기구라기보다 연대적 포럼 형식이다. 가장 큰 특징은 미국과 캐나다를 제외한 라틴아메리카와 카리브의 모든 국가들을 통합하고 있다는 점이다. 라틴아메리카의 500여년 역사상 처음 있는 일이다. 우리의 아메리카(Nuestra America)의 꿈의 실현의 시작이다. 미국이 주도하는 OAS(미주기구)의 장기적 대안으로도 간주된다. 또한 미주기구에는 쿠바가 제외되었는데 CELAC에서는 쿠바가 중요한 정치 행위자로 주목된다. ALBA가 물물교환과 선물주기 철학에 기초한 일부 지역 국가들의 대안적 비자본주의적 통합운동이고 UNASUR가 남미의 외교적, 군사적 동맹과 의회협력을 중시한다면 CELAC은 라틴아메리카의 정치, 경제, 사회, 문화적 통합을 위한 연대적 포럼이자 중요한 정치 행위자로 기능하려고 한다. 특히 CELAC은 유럽세력(미국 포함)과 라틴아메리카의 관계에서 남이 곧 북이라는 인식론적 전환 즉 탈식민적 전환을 보여준다. 동시에 19세기 후반부에 정립된 라틴아메리카의 라틴이 함축하는 내부적 식민성을 깨트리고 아메리카라는 호칭도 식민적 차이로 해체하고 있는 현재의 라틴아메리카 이후를 상징한다는 의미에서도 탈식민적이다. 또한 사회적으로 배제된 대중과의 연대와 대중의 이익 확보를 중시한다는 의미에서도 탈식민적이다. 근대적, 개인적 인권을 넘어서는 사회적 인권의 시각을 매우 중시한다. 다시 말해, CELAC의 출범은 비가시적이지만 오랫동안 라틴아메리카 대중의 무의식적 삶의 방식에 녹아있는 사회적 연대의 힘이 추동해낸 것이다.

CELAC (Comunidad de Estados Latinoamericanos y Caribeños) was

established in 2011 and has been characterized as a decolonial integration

movement. That is to say, it is designed towards a independent position from the

hierarchical World-System made with Eurocentrism. We would consider it as a

great advance of the decolonial integration of Latin America and the Caribbean

countries after the ALBA of 2004 and UNASUR of 2007. CELAC was founded by

Chavez of Venezuela and Brasil and it is not an institutional-judicial organization

but a forum based on solidarity. It is very different from the previous integration

movements as like CAN which were moved by the states and the enterprises.

CELAC is moved by the social movements power. The peculiar thing is that have

been excluded the United States and Canada and have been included all the

countries around Latin America and Caribbean ones including Cuba first time in

the longrun 500 years history. CELAC is a organization of forum for the integration

such as political, social, economic and cultural ties to be an active participant in

the World-System. Especially CELAC has taken its position very independent from

the central countries of Europe including the United States. And also it is now

showing the epistemological revolution in a sense of that the South would be the

North. Also it has the meaning of post-latin in a sense of breaking the internal

coloniality. The most important thing is that CELAC has a strong solidarity with the

people excluded from the perspective of social human rights. And the latin

american people themselves has promoted CELAC forwards with the invisible

collective power of solidarity maintained for a long time.
