The popular movements in the late Joseon period were ultimately supposed to overthrow the monarchy. Although Joseon people couldnt reach to reset the relationship with the hierarchy or bring about a system revolution for themselves, we should keep studying what direction such tasks were being performed in.

The people-first ideology formulated in the early Joseon was progressive to stress the duty of the political elite. However, it was still the logic to justify the small ruling class. Including Jeong Yakyong in the 19th century, thinkers in the Joseon state did not seem to get over the Joseon people-first ideology and organize a political ideology toward a new system. Meanwhile, Joseon dynasty was established to be crowned by subjects and two kings were replaced in the name of the restoration justified by subjects. They had stressed to the king that there were values more important than a state or a royal family.

All efforts to stand against state power and its violence became peoples political capability. Peoples movements in the 19th century succeeded to their social experience of the previous time. It will be the significant task for study of popular movements to catch how the direct challenge against the state power was organized and performed.
