Abstract

近代國民國家가 성립하여 발전해 나오는 과정에서 政黨이 얼마나 중요한 역할을 하였는가에 대해서는 긴 말이 필요하지 않다. 直接民主政治를 할 수 없는 近代國家의 규모에서 代議政治가 불가피하다고 볼 때, 그리고 그날 그날의 生活을 꾸려가야 하는 市民들이 바로 政治의 主體가 되지 않을수 없을 때, 政黨이 없다고 한다면 그 政治體(國家)는 衆愚政治에 빠지거나 아니면 形式이야 어찌되었건 실질적으로 前近代的인 支配體制가 그대로 유지되는 상태라고 볼 수 있다. 近代民主政治의 正當性 및 有用性을 克明하게 理論化한 제임스 브라이스(James Bryce)는 政黨의 존재이유를 다음과 같이 설명하고 있다. 「政黨없이 代議政治가 運用될 수 있다고 할 사람은 없다. 政黨은 뒤섞여 있는 投票者들 가운데서 秩序를 만들어 낸다. 만약 英·美·佛과 같은 큰나라에서 政黨組織이 없다고 한다면 與論은 어떻게 일정한 방향으로 환기될 수 있을 것이며, 또한 국민이 敎育을 받고 指導받을 수 있을 것인가?」

It is out of question today that the political parties play the keyrole of political process in the modern state. However, at the early stage of development, parties were denied and criticised by those who saw in them the bad seeds of disintegration and selfish pursuit of interests. The trend was common in the east Asian countries as in the West. In Japan, during the Tokugawa period, the existence of factions or parties were more rigidly forbidden than in neighbouring countries. But after the Meiji Restoration, the feud among big Hans were prevalent and the mode of competition was gradually set up.
