국공립학교 국악교육의 현실 : 국악강사풀제 프로그램 평가

Abstract

In this presentation, I examine the precarious circumstances of kugak (Korean traditional music) education in public schools. Since the 1980s, curriculum directives determined one-third of the music curriculum should focus on learning kugak. Yet, Stated government plans have failed to dovetail with classroom execution despite the best intentions of the teachers. The trouble stems from too little funding, institutional support, and education for general music teachers. Schools enlist part-time kugak teachers who travel from school to school, typically spending one day a week or less per school teaching children traditional performance genres. Such a system means the teachers have become overextended and are not consistently available to nurture kugak education in the elementary

classroom. In this presentation, I consider specialized kugak teacher training, teaching resources, pedagogy, and expectations for these teachers in an effort to explore curriculum directives for teaching kugak and the reality of implementation.

본고는 국공립학교의 불안정한 국악(한국전통음악)교육을 검토한다. 1980년대 이래로, 교육과정 지침들은 음악교과과정의 1/3을 반드시 국악학습에 할애하도록 하였다. 그러나 이러한 정부의 지침들은 교사들의 호의적인 태도에도 불구하고 실제 교실에서 수행하는 것에는 어려움을 겪었다. 그 이유로는 재정적 지원, 기관의 지원 그리고 일반 음악교사를 위한 교육의 부족을 꼽을 수 있다. 학교에 출강하는 국악예술강사들은 이 학교에서 저 학교로 이동하며, 일반적으로 일주일에 하루 또는 그 미만의 수업시수를 배정받아 학생들에게 국악을 지도한다. 이와 같은 구조는 국악예술강사들의 업무를 과도하게 할 뿐 아니라, 교실 안에서 국악교육이 지속적으로 이루어지기 어렵게 만든다. 본고에서 필자는 국악 교육과 교육과정 지침의 구현을 위한 노력의 일환으로 국악예술강사들을 위한 전문화된 국악강사를 위한 준비, 교습법, 교육학 등을 살펴보았다.
