Abstract

This article examines how France copes with the neo-liberal globalisation by means of her own value and strategy of community. Since globalisation demands reforms of welfare state, France, on the one hand, carries out neo-liberal reforms - exemption of social charges of enterprise and enlargement of states role in the domain of welfare, on the other hand, consolidation of republican solidarity - extension of social security for social exclus. These are double faces - adaption and resistance - of reform of French welfare state. This duplicity is discovered in the domain of cultural industries which are in foreign trade disputes. Emphasizing the peculiarity of cultural industries, that is, protection of cultural identity, Fraηce insists that economic market logic must not be applicable in the cultural industries. But, at the same time, she tries to endeavor to enlarge her own market for cultural industries, including cinema. She keeps step with European Union to cope with neoliberal globalisation by USA. Emphasizing european cultural identity, they resist american culture, and contrast european social integration model - welfare state - with american commercial society.
