학교교육의 위기와 공교육 이념의 재검토

Abstract

이 글에서는 공교육 위기의 전세계적 현상에 주목하여, 보편성, 평등성, 의무성, 무상성, 전문성 등 공교육의 이념이 교육의 대중화, 신자유주의, 세계화, 포스트모더니즘, 정보화, 가치의 다원화 등으로 특징지워지는 21세기에도 여전히 유효한가 하는 점을 검토하였다. 먼저, 한국뿐만 아니라 미국과 유럽, 일본 등에서 나타나는 공교육의 위기를 학교실패와 학급붕괴 담론을 중심으로 살펴본 후, 공교육의 이념을 차례로 검토하면서, 이러한 이념들이 현대 사회의 여러 변화 속에서 서로 어긋나고 있음을 논의하였다. 마지막으로, 교육위기의 극복을 위해서는 무상교육을 공교육의 주요 원리로 삼아 양질의 교육을 공비로 제공하되, 사교육의 교육적 기능을 인정하고 활성화하여, 공교육과 사교육간의 상호보완적 관계를 정립해 나가는 것이 필요하다고 제언하고 있다.

The purpose of this study is to reconsider whether ideals of public education are still relevant to the life-long learning, information-based society of 21st century. Universal, equal, free, and compulsory education with professional teachers was the ideal of public primary schooling when it began about 150 years ago. However, people seek for diversity and individuality rather than universality in education these days. Public schooling with common curriculum cannot guarantee a student equal education in the meaning of receiving relevant education for him/herself. Higher education and life-long education have been publicly controlled and funded in this knowledge-based society. Therefore, they are considered as public education. But they are not universal, equal, free, and compulsory. The concept of public education is not clear and the ideals of public education are not coherent any more. Considering publicly funded as the most essential factor of the concept of public education, the paper suggests to let private schools free from the same control of the government as to the public schools, and to introduce new system of accredit the educational function of private tutoring.
