원주 의료기기 산업집적지 형성과정과 요인

Abstract

지역경제 활성화와 지역발전의 수단으로서 지방자치단체와 정부에 의한 지역전략산업 육성과 산업 집적지 조성을 위한 정책이 실행되고 있다. 하지만 이러한 정책이 필요한 지역일수록 오히려 경제활동이 지역에 뿌리내리기 위한 제반 환경요인은 열악할 수밖에 없으며, 이로 인해 정책의 성공가능성은 높지 않다. 이에 열악한 지역 산업기반에도 불구하고, 새롭게 의료기기 산업집적지가 형성되어 성장하고 있는 원주시의 경우는 이례적인 것으로 중요한 의미를 지닌다. 본 연구에서는 의료기기 제조업체들의 입지과정을 통해 의료기기산업 집적지의 형성과정에 대해 살펴보고, 의료기기 제조업체들의 네트워크 및 기업 활동의 공간특성을 통해 원주 의료기기산업 집적지의 형성요인에 대해 분석하였다.

원주 의료기기 산업 집적지는 제조업체의 창업, 소규모 제조업체의 이전, 중견 제조업체의 이전 과정을 차례로 거치면서 형성되었다. 그리고 의료기기 제조업체들이 생산 · 판매활동과 관련하여 외부 지역 주체와 강한 협력관계를 형성하고 있지만, 연구개발 및 기업의 혁신활동과 관련해서는 지역 내 주체인 대학과의 협력관계가 기업에게 중요하게 작용하며, 연구개발 및 전문 인력에서 일반사무 및 생산인력에 이르기까지 지역 노동시장에 대한 의존도가 높은 것으로 나타났다. 이러한 분석 결과를 바탕으로 원주 의료기기 산업집적지의 형성요인을 도출하였다. 첫째, 연구개발 주체 및 인력공급원으로서 지역 내 대학의 역할이다. 대학은 기초 연구개발 역량을 바탕으로 기업과의 공동연구를 통해 기업의 제품개발을 지원하고, 전문 인력을 공급함으로써 기업의 연구개발, 혁신활동을 지원한다. 이는 원주 의료기기 산업 집적지 형성 초기에 제조업체가 창업할 수 있는 기반이 되었으며, 지속적으로 제조업체의 입지에 영향을 미치는 것으로 나타났다. 둘째, 기업 혁신활동 지원, 생산 · 연구 장비 지원, 각종 금융 · 세제상의 인센티브, 의료기기산업 전용 공단 조성과 같은 지방자치단체 및 중앙정부의 정책적 지원이 제조업체의 창업과 이전을 통해 의료기기 산업 집적지 성장에 기여하였다. 마지막으로 중소기업이 주를 이루고 생산기업과 소비자 간의 신뢰관계 구축이 중요한 의미를 가지는 의료기기산업의 특성으로 인해 첨단 의료기기 산업집적지로서의 지역 이미지가 기업의 입지요인을 작용하고 지역 내 기업 활동에 긍정적인 영향을 미치는 것으로 나타났다.

In order to vitalize regional economy and to stimulate regional development, local and national governmets are trying to adopt policies that foster regional strategic industry through forming industrial clusters. Wonju, where a medical devices industry cluster has been newly established and is under an development despite the poor regional industry infrastructure, holds its significance as an successful case. This study investigates factors that have contributed to establish medical devices industry cluster through analyzing development processes of the cluster, the firm activitiesand the spatial pattern of networks of medical devices firms in Wonju.

Based on the analysis, three factors for building cluster are found. First, the functions of local universities as major conductors of R&D and suppliers of professional human resources have been critical factors emerging the cluster. Universities have supported new product development of firms through joint

research with the firms. and have bolstered the R&D and innovation activities of the firms by supplying professional human resources. Second, the supports from the local and the national governments have exerted considerable influence on the locations of firms. They have supported the innovation activities of firms by providing support to universities and acting as the intermediaries for the joint research between universities and firms. Furthermore, they created the basis for the start-up of manufacturing firms by providing pilot production and test facilities. A variety of tax incentives and the project that create an exclusive medical device industrial complex have promoted the relocation of medical device firms from the other regions to Wonju. Third, the regional image as a high-tech medical devices cluster has contributed positively to the development of the cluster. Most of the medical device firms are SMEs. Due to the distinctive feature of medical devices industry, the trust between firms acts as a crucial factor for the product purchase decisions. Such peculiar characteristics of medical device industry provide advantages to the firms located within the cluster in establishing trust with their consumers.
