東京大都市圈에서 都心高次業務機能의 郊外移轉에 關한 硏究

Abstract

본 연구는 1980년대 이후 동경 도심에서 교외로 이전한 고차업무기능의 성격과 이전의 요인을 구명하며 이러한 도섬업무기능의 교외이전에 의해서 형성된 새로운 교외 업무지구의 성격과 그것이 가지는 공간조직적 함의를 이론적， 경험적 측면에서 구명하는 것을 목적으로 한다. 이론적 측면에서， 기존 대도시권 업무기능 입지에 관한 연구에서 본사지원기능 (back office) 의 교외화론이 가지고 있는 한계를 살펴보고， 사무실공간 수요주체로서 기업의 입지

행위과정을 분석할 필요성을 제시하였다. 경험적 연구에서는 도심에서 교외로 고차업무기능을 이전한 기업 83사를 파악하고， 이중 58개의 기업에 대해서 면담 혹은 우편설문의 방식으로 조사를 실시하였다. 조사의 결과는 정량적， 정성적 방법으로 분석하여 동경대도시권에서 도섬업무기능이 공간적으로 분화되는 양식을 전체적으로 이해하고 그것이 공간조직에 미치는 영향을 구명하고자 하였다.

The basic question of this study is "Did high level-office activity decentralize in the Tokyo metropolitan area?" If it did, ① What kinds of high-level office activity are decentralized?" ② What is the major factor of the decentralization? ③ The spatial implication of the decentralization of high-level office activity. Can the decentralization of high-level office activity be regarded as the beginning step of the change of spatial organization in the Tokyo metropolitan area? Does it mean that the spatial organization of the Tokyo metropolitan area changes from a central place city to a network city?

Good indications of high-level office activity are; firstly, headquarters or divisional headquarters of manufacturing, commercial and FIRE industries, and secondly, office activity of producer service industries.

Cases of this empirical study are firms that relocate high-level office activities from the central city of Tokyo to periphery regions within the Tokyo metropolitan area (Tokyo-to Tama area and 3 prefecture). 83 firms were confirmed as these cases and 58 firms were surveyed. 28 firms were surveyed through interviews, and 30 finns were surveyed through questionnaires, telephone and mail.
