제17대 국회의원 선거와 의원교체

Abstract

제17 대 국회에 처음으로 국회의원이 된 사람은 187 명으로 그 비중이 국회의원 전체의 62.5%를 차지할 정도로 의원교체가 광범위하게 이루어졌다. 1987 년이래 최대규모로 이루어진 의원교체는 유권자의 광범위한 의원교체(물갈이와 세대교체") 분위기 지역주의의 제한적 변화와 충청도-전라도 유권자의 선거연합， 1 인 2표제와 비례대표제 국회의원의 여성비율제(50%) , 후보자의 경선절차 등의 요소에 영향을 받았다 이 글은 이러한 국회의원의 교체를 이해하기 위하여 먼저 의원교체 배경에 대한 이론적 툴과 미국적 사례에 대하여 고찰한다. 이러한 연구를 토대로 2004년 한국의 국회의원 교체에 대한 역사적 배경을 규명하고 제 17 대 국회에 새로이 입성한 정치신인의 여러 가지 성격을 찾아냄으로써 제17 대 국회 정치신인의 정치적 특징과 의의에 대하여 분석한다.

There was a record high legislative turnover (62.5%) in 2004 since the 1987 democratic transition where 187 new lawmakers were selscted. This legislative turnover largely resulted from the following four factor: voterss wide demand for sweeping reform and generational change,new regionalism and Choongchung-Cholla voter coalition, the one-voter-two-ballot system and female quota system, and new primary election systems. This essay aims to understand the causes and consequences of the wide legislative turnover in 2004. To this end, this essay first overviews the literature encompassing legislative turnover in the U.S.Second, this article anlyzes the backgrounds of legislative turnover in Korea and the characteristics of newly-elected representatives. Finally, this study ascertains the political implications of large scale legislative tumover in 2004.
