유신의 역사적 기원: 박정희의 마키아벨리적인 시간(下)

Abstract

닉슨 독트린으로 알려진 미국의 아시아에서 발 빼기 정책은 한국에서 안보위기를 불러일으켰다. 미군의 철수와 북한의 군사도발로 안보위기 상황이 실제로 도래하였고 박정희정권 내에서도 안보위기 의식이 상당한 수준으로 올라가 있었지만 이는 전시와 같은 비상상태로 몰아갈 정도로 심각한 것이 아니었다. 오히려 국제적 냉전의 완화는 안보국가의 기능적 필요성을 소멸시키게 되어 박정희의 정권위기를 초래할 수 있었다. 하지만 박정희는 이를 국내적 냉전으로 격화시킴으로써 오히려 자신의 통치기반을 더욱 강화시켰다. 1971년 말 국가비상상태 선포나 국가보위에 관한 특별조치법의 발효는 안보국가의 논리를 동원하여 정권생존을 국가 생존을 위한 동원으로 정당화한 작업이었다. 실제로 안보의 위기는 현재화되지 않았고, 냉전 종주국의 발 빼기로 안보의 위기를 남과 북이 공통으로 실감하게 되자 남북 모두 대화를 통한 안보문제 해결의 유인을 갖게 되었다. 이 과정에서 박정희는 재빨리 남북대화를 제의하여 안보위기 국면을 통일을 위한 대화국면으로 전환시키는 비르투를 발휘하였다. 하지만 분단구조는 박정희 정권의 존립기반이었기에 통치권이 강화되자 통일을 위한 남북대화의 지속은 더 이상 불가능했다. 박정희는 국민의 안보위기 인식을 고조시킨 가운데 남북대화를 진행하여 남북대화가 반공안보국가의 기반을 와해시킬 수 있는 가능성을 차단하고 두 가지를 모두 유신체제 수립의 명분으로 이용하는 비르투를 발휘하였다.

Despite frequent military agitations from North Korea and a considerable sense of security crisis among power elites, the Korean security situation was not serious enough to promulgate the State of Emergency. Nevertheless, international detente that consummated the functional necessity of the national security state, was likely to bring about a regime crisis on Park himself. Park, however, extended his own ruling base by conspiring internal cold war. The declaration of the State of Emergency on National Security at the end of 1971 was to justify regime survival by means of mobilizing the logic of national security state. In reality, there was no security crisis. The new detente between great powers increased the necessity for both South Korea and North Korea to solve security problems through bilateral dialogues. In this process, Park conducted the virtu of converting security crisis into reunification through dialogue by suggesting bilateral talks to North Korea. South-North dialogue was a doubleedged sword that not only could create the necessity of Yushin by giving people hope for reunification, but it could also endanger the ruling foundation of Park regime whose power was based upon the division of Korea. To cope with this dilemma, Park opened the dialogue while having South Korean people continuously believe that Korea was facing a serious security crisis. Parks virtu enabled him to prevent the South-North dialogue from breaking the foundation of national security sate and at the same time to use the dialogue and national security crisis for justifying the installment of Yushin system. On the eve of Yushin, South Korea was suffering from inflation, current account deficit, and economic recession. Park solved these probems by declaring the August 3 Emergency Decree on Economy. He was able to create grounds to establish Yushin regime that could effectively control civil society as well as business community. There have been debates whether Heavy and Chemical Industrialization(HCI) was the cause or the effect of Yushin. Though HCI was clearly an economic expression of Yushin authoritarianism, it did not necessitate the inauguration of Yushin regime. HCI was not a revision of the existing export oriented industrialization strategy but a deepening or upgrading of export oriented industrialization strategy.
