북한의 통치 이데올로기: 1955~2007

Abstract

북한의 경우 아직도 통치 이데올로기가 중시되는 국가이고 따라서 통치 이데올로기 연구는 여전히 중요하다. 그런데 기존의 연구들은 이데올로기 자체의 내용 분석에 초점을 맞춘 경우가 드물고 설렁 그런 연구라 할지라도 일정한 한계를 지니고 있다. 이러한 인식에서 이 글은 주체에서 선군에 이르기까지 북한 통치 이데올로기의 형성， 변화 및 발전의 전 과정을 연구의 대상으로 설정하고 그 각각의 내용을 분석 평가하고자 시도한 것이다. 연구 결과 필자는 일부 논자들의 주장과는 달리 북한 판 한국민족주의 사상이라 할 주체사상은 여전히 북한의 유일한 지도사상이라 주장하며， 그 이후 제기된 선군사상을 포함한 여러 구호나 담론들은 주체사상을 대체할 만한 것이 못 되는 하위 담론 정도에 불과한 것으로 평가하며， 북한 지도부는 군대의 무력을 사용해서라도 기존의 체제를 고수하겠다는 확고한 의지를 견지하고 있기 때문에 적어도 단기적으로는 우리 점부의 대북 햇볕정책이 유지되어야 함을 주장한다.

Political ideology is still very important in understanding North Korean politics. However it does not attract much attention among outside watchers. And the existing studies on this subject have some flaws. This paper is an attempt to redress this situation by analyzing and assessing the whole history of the North Korean ideological development. As a results, the author argues that the Juche Idea, the North Korean version of Korean nationalism, is still the one and only guiding idea of North Korea; all the other slogans or ideas newly raised by Kim long Il or his propagandists, including the Army-First Idea, are nothing more than mere slogans or, at best, very primitive ideas; the North Korean leaders show very strong will to maintain their existing system at any cost and even by using firearms of the army; and to this extent the Sunshine Policy of the South Korea should be maintained.
