생산 세계화의 다양성: 독일의 독특성

Abstract

본 논문은 독일 산업, 특히 자동차 산업이 세계화되는 과정과 결과를 살펴봄으로써 생산의 세계화를 둘러싸고 제기되는 지배적 입장들에 대한 비판적 입장을 제시한다. 즉 생산의 세계화는 신자유주의자들이나 글로벌주의자들이 주장하듯이, 고임금 선진 자본주의의 생산이 공동화되거나 혹은 국제 자유시장의 기준으로 임금과 노동규제가 수렴되는 것은 아니다. 독일의 산업, 특히 자동차 산업의 예에서 보듯이, 생산의 세계화는 국내 산업의 경쟁력을 강화하고 보완하는 방향으로 이루어질 수도 있다. 또한 본 논문은 스터젼이나 제레피의 글로벌가치연쇄론과 같이 기능주의적 시각과는 입장을 달리한다. 독일 자동차 산업에서 보듯이 생산의 세계화는 모듈과 같은 세계적 베스트 방식으로 수렴되는 것은 아니다. 본 논문은 무엇보다도 이러한 상이한 생산의 세계화 방식은 다양한 행위자들 간의 정치적 과정에서 귀결된다는 것을 강조한다. 즉, 독일과 같은 협의적 생산 세계화와 미국과 같은 자본의 일방적 결정체제 하에서의 세계화는 상이한 결과로 귀결 된다는 것이다. By analyzing how German industries, particularly the automobile industry, have globalized their own production and what impacts the globalization of production has upon its domestic production, this paper argues for varieties of production globalization, criticizing the prevalent views of neoliberalism and global value chain approach. Contrary to neoliberals' argument that the production in the high-wage countries will hollow-out while manufacturers' moving production to offshore in order to search for low wages, German way of globalization reinforced domestic production by complementarily specializing their domestic and offshore production. In addition, contrary to the functionalist expectation of convergence to the world best practice like module production, German production has developed component-based specialization. The particularity of German production globalization resulted from the political process of "bargained globalization" in which not only main production actors including capital and labor but also trade associations and regional governments participated and deliberated together.
